Consultancy to Provide Programme Documentation and Prepare the End-of-Programme Report for the Community Based Integrated Support (CBIS) Project.
1. Background
Chance for Childhood (CfC) is an international organisation committed to improving the lives and inclusion of children with disabilities and their families. In partnership with UNICEF Rwanda, CfC implemented the Community Based Integrated Support to Children with Disabilities and their Families (CBIS) Project in Huye and Bugesera Districts of Rwanda from 2021 to 2026.
The CBIS project built on the earlier Family Strengthening and Community-Based Support for the Care of Children with Disabilities in Families programme implemented in the same districts. The earlier programme established important foundations, including identification of 7,390 children with disabilities, 146 Parent Support Groups (PSGs), trained community volunteers and 138 community-based rehabilitation sites. These structures subsequently provided an important foundation for the CBIS project.
According to the situation analysis conducted by Chance for Childhood in 2021, CBIS project was designed to respond to persistent barriers faced by children with disabilities and their families, including limited access to healthcare and rehabilitation, inaccessible WASH facilities, stigma and discrimination, financial constraints, limited access to social protection, and challenges in accessing disability-specific services. The project adopted a multisectoral and community-based approach to strengthen family-based care and improve access to services.
The programme objectives included:
- Developing a tailored support package to strengthen family-based care for children with disabilities.
- Providing technical support to families to prevent family separation and strengthen care.
- Facilitating referrals to education, healthcare, rehabilitation and social protection services.
- Engaging government, OPDs, FBOs, communities and families to strengthen peer support and resilience.
- Strengthening the capacity of communities and local stakeholders through awareness raising and sensitisation.
The programme implemented a range of interventions, including WASH support to 400 households, disability grants to 842 households, rehabilitation services 1,250, 146 Parent Support Groups, capacity building, community awareness, referrals, child protection and social protection support, and engagement with local and national stakeholders.
The available programme documentation indicates, among other achievements, that the programme supported 146 Parent Support Groups, facilitated access to services through referrals, trained parents and community service providers, supported rehabilitation services, provided WASH assistance, and contributed to improved awareness and attitudes towards children with disabilities.
The mid-term review of the project also identified the importance of documenting the CBIS integrated model, lessons learned, stakeholder engagement and implementation experience to inform future programming and potential scale-up.
Against this background, Chance for Childhood seeks to engage a qualified Consultant/Consultancy Firm to provide professional programme documentation and prepare a high-quality end-of-programme report capturing the implementation journey, achievements, results, lessons learned, challenges, good practices, sustainability and recommendations from the CBIS project.
2. Purpose of the Consultancy
The overall purpose of this consultancy is to document the implementation experience and achievements of the CBIS project and produce a comprehensive, evidence-based and professionally presented end-of-programme report.
The consultancy is intended to ensure that the knowledge, experiences, results and lessons generated through the project are systematically captured and made available for:
- donor reporting and accountability;
- organisational learning;
- advocacy and policy engagement;
- communication and visibility;
- knowledge management;
- sustainability and transition planning; and
- potential replication or scale-up of successful approaches.
This consultancy is not intended to conduct an evaluation of the project. The consultant will primarily document and synthesise existing programme evidence, implementation records, monitoring data, reports, stakeholder perspectives and human-interest experiences.
3. Specific Objectives
The consultancy will specifically aim to:
3.1 Document programme implementation
Document how the CBIS project was implemented in Huye and Bugesera, including iany innovative approaches, activities, partnerships, community structures and service delivery mechanisms.
3.2 Document achievements and results
Consolidate and present the programme's achievements against its planned outputs, indicators, targets and activities using verified programme data.
The mid-term documentation provides a useful basis for understanding the project's results framework, including areas such as parent knowledge, child protection case management, WASH, PSG linkages, integrated case management and referral, disability grants, Disability Management Information System, social behaviour change and community engagement.
3.3 Capture stories of change
Identify and document compelling human-interest stories showing how the project affected children with disabilities, parents/caregivers, PSGs, community volunteers, service providers and other stakeholders.
3.4 Document good practices
Identify practical approaches that worked well during implementation and explain why they were successful, including approaches that could be replicated in other districts or programmes.
3.5 Document challenges and lessons learned
Capture key implementation challenges, how the programme responded to them, and lessons that should inform future programming.

3.6 Document sustainability and transition
Document mechanisms established to sustain programme benefits beyond project closure, including community structures, PSGs, rehabilitation services, government engagement, referrals, capacity building and linkages with existing government systems.
3.7 Produce the End-of-Programme Report
Prepare a clear, analytical and professionally written final programme report suitable for sharing with CFC management, partners, donors and other relevant stakeholders.
4. Methodology
The consultant should use a qualitative documentation and evidence-synthesis approach, complemented by quantitative programme monitoring data.
The methodology should include:
4.1 Desk review
Review existing programme documentation and identify available evidence.
4.2 Key informant consultations
Conduct targeted interviews with selected stakeholders to enrich the documentation and capture perspectives that cannot be obtained from routine reports.
4.3 Beneficiary stories
Where appropriate, consult parents/caregivers, children with disabilities and community actors to document experiences and changes associated with the project.
4.4 Data triangulation
Cross-check information from: Monitoring data; Programme reports; Activity records; Stakeholder interviews; Beneficiary stories; and Other available documentation.
4.5 Evidence-based reporting
All quantitative achievements must be based on verified programme records. Where information is incomplete, the consultant should clearly indicate the limitation rather than estimate or invent figures.
This is particularly important because the mid-term review identified challenges in the structure and measurability of some indicators.
5. Expected duration and location

6. Safeguarding, Ethics and Confidentiality
The consultancy will involve documentation concerning children with disabilities and potentially vulnerable families. Therefore, safeguarding is a mandatory requirement of the assignment. The consultant must comply with Chance for Childhood's safeguarding policies and procedures and sign the code of conduct.
7. Required Qualifications and Experience
Chance for Childhood is seeking an individual consultant or consultancy firm with demonstrated experience in programme documentation and development of high-quality programme reports.
8. Application Requirements
Interested consultants or consultancy firms should submit:
- Technical proposal demonstrating understanding of the assignment and proposed methodology.
- Detailed workplan for the assignment period.
- Financial proposal in Rwandan Francs, clearly indicating professional fees and any applicable costs.
- Updated CV(s) of the consultant/team members.
- At least two examples of similar documentation/reporting assignments completed previously.

10. Expected Quality of the Final Report
The final End-of-Programme Report should be: evidence-based; accurate and well referenced; professionally written and edited; visually engaging; concise but sufficiently detailed; accessible to non-technical readers; supported by tables, charts and photographs where appropriate; consistent with verified programme data; sensitive to disability and child protection terminology.
