Introduction

1. Context
The Feminism in Action for Structural Transformation (FAST) Programme works with governmental, academic, and civil society actors to address structural inequalities and promote gender-transformative approaches. Aligned with the BMZ Feminist Development Policy, FAST emphasizes Human rights-based approaches, Intersectionality and inclusion, Evidence-based policy-making and Strong collaboration with local actors. Since October 2023, the GIZ/FAST programme has been advancing BMZ’s Feminist Development Policy by promoting innovative feminist approaches to support structural transformation, with a focus in Rwanda on strengthening feminist movements and multi-stakeholder collaboration in areas such as good governance, gender data and digitalization, GBV, and unpaid care work.
FAST Programme in partnership with the Ministry of Trade and Industry (MINICOM), and the National Institute of Statistics of Rwanda (NISR) are implementing a series of capacity-building initiatives aimed at strengthening gender mainstreaming, gender-responsive budgeting (GRB), and evidence-based, data-driven advocacy across public institutions, private-sector actors, and civil society organizations in Rwanda.
These initiatives respond to concrete institutional commitments and gaps identified by GIZ/FAST partners and stakeholders, including: the roll-out of the Gender Equality Seal Certification (RS 560:2023) by MINICOM; the operationalization of the Gender Mainstreaming Strategy for the Private Sector Development and Youth Employment (PSDYE) Sector Strategic Plan (2024–2029); persistent challenges in accessing and using gender data for advocacy and budgeting, and the upcoming launch of the Gender Data Lab (GDL), a centralized platform developed by the National Institute of Statistics of Rwanda (NISR) with PARIS21, GIZ and the Gender Monitoring Office (GMO).
To address these needs in a coordinated manner, GIZ/FAST requires the services of a consultant to moderate, facilitate and manage the logistics of four related trainings/workshops for a combined total of approximately 125 participants. Rather than procuring logistics separately for each event, GIZ is consolidating the four trainings under a single consultancy so that venue, accommodation, meals and common transport arrangements are delivered consistently and efficiently across all four events by the consultant.
2. Tasks to be performed by the contractor
The overall objective of the consultancy is to facilitate, coordinate, and provide logistical support for four capacity-building trainings/workshops for GIZ/FAST partners and stakeholders, ensuring high-quality delivery that enables each training to achieve its specific learning and institutional-strengthening objectives.
Specifically, the consultant will be responsible for:
- Providing a full conference package (venue hire, meals) for each of the four trainings.
- Providing accommodation and per diem, for participants and facilitators requiring lodging, for each training.
- Organizing and arrange transport for participants for trainings held outside Kigali.
- Supporting the smooth facilitation and administrative management of each event, in coordination with GIZ/FAST, MINICOM and NISR and producing any related reporting as required.
2.1. Key Deliverables by Phases
The consultancy is structured into four phases, each corresponding to one training/workshop. For every phase, the consultant is expected to deliver the logistics package described (conference package, accommodation and per diem, and transport where applicable) and training coordination and moderation in collaboration with other consultants/organizations in charge of the provision of the technical part of the training following the training-specific deliverables outlined below.
PHASE 1: Gender Mainstreaming & Gender Equality Seal Training (MINICOM)

3. Concept
In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.
Technical-methodological concept
Strategy (1.1): The tenderer is required to interpret the targets that it is responsible for and provide a critical appraisal of the task (section 1.1.1 of the assessment grid). Subsequently, the tenderer must describe and justify the strategy it intends to use to achieve the milestones, targets and results that it is responsible for (see section 2) by means of the work packages described in section 2 (section 1.1.2 of the assessment grid). The tenderer should avoid repeating information from the description of the implementation approach (see section 3.6).
The tenderer must describe the relevant actors (partners and others) for the service in the tender and their interactions (section 1.2.1 of the assessment grid). The tenderer is required to develop a concept that shows how the cooperation with these actors is to be established and put into practice (section 1.2.2 of the assessment grid).
The tenderer is required to describe and explain its approach and its method for steering the measures with the partners involved in delivering the services set out in the tender (section 1.3.1 of the assessment grid).
The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).
The tenderer is required to describe its contribution to knowledge management for the partner (1.5.1) and GIZ and to promote scaling-up effects (1.5.2) under learning and innovation.
Project management of the contractor (1.6)
The tenderer is required to explain its approach for coordination with GIZ. In particular, the project management requirements specified in Chapter 2 (Tasks to be performed by the contractor) must be explained in detail.
The tenderer is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the tender; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.
4. Personnel concept
The tenderer is required to propose personnel for the positions specified here and described with respect to the areas of responsibility and qualifications on the basis of relevant CVs. The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.
Team Leader (Event moderator)
Tasks of team leader:
- Moderate, coordinate and oversee the planning and implementation of the four trainings/workshops.
- Ensure quality delivery of all logistical, administrative and facilitation arrangements.
- Document and report on each training, including outcomes, challenges, lessons learned and recommendations.
General qualifications
Education:Advanced degree in Development Studies, Communication and Public Relations, Project Management, Business Administration, Social Sciences, Public Administration, or a related field.
Professional experience:Track record of 7 years experience leading and moderating, facilitating and coordinating trainings/workshops, events, consultative meeting, high-level brainstorming meetings.
Experience in the region/knowledge of the country: Ability to convince and work in close collaboration and cooperation with multi-stakeholders in workshops to meet the specific needs of the organization and team. Excellent communication and facilitation skills, with experience in managing and leading diverse stakeholders and fostering an inclusive and engaging environment.
Leadership and management skills: Proven leadership, facilitation, stakeholder-management,organisational and problem-solving skills, with demonstrated ability to effectively coordinatetraining, teams, timelines and related logistics.
Language skills: Business fluency in English and Kinyarwanda.
Expert 1 (Assistant moderator and event coordination)
Tasks of expert 1:
- Coordinate day-to-day event logistics, including venue, catering, accommodation, transport, materials and participant arrangements.
- Oversee on-site event execution, ensuring timely setup, smooth coordination and immediate resolution of logistical issues.
- Support documentation and reporting, including attendance, participant feedback, logistical records and event outcomes.
General qualification
Education:Advanced degree in Development Studies, Communication and Public Relations, Project Management, Business Administration, Social Sciences, Public Administration, or a related field.
Professional experience:Track record of 5 years experience leading and moderating, facilitating and coordinating trainings/workshops, events, consultative meeting, high-level brainstorming meetings.
Experience in the region/knowledge of the country: Ability to convince and work in close collaboration with multi-stakeholders in workshops to meet the specific needs of the organization and team. Excellent communication and facilitation skills, experience in administration and logistics management, and ensuring inclusive and engaging environment.

5. Costing/Quantitative requirements
The total budget covers logistics costs for four training events, 34 working days for Expert 1 and 23 working days for expert 2 as follows:

5.2. Workshops, events and trainings
The tenderer shall provide the logistics package described below for participants, including the conference package, accommodation with dinner, transportation for trainings organised outside Kigali, and individual transport reimbursement. The tenderer shall be responsible for booking the venues, arranging catering and accommodation, and reimbursing participants’ travel expenses, as detailed below:

6. Inputs of GIZ or other actors
GIZ and its partners (MINICOM and NISR) will be responsible for identifying and inviting participants, as well as selecting suitable training venues from the options proposed by the contractor.
7. Requirements on the format of the tender
The structure of the tender must correspond to the structure of the ToR. In particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11) and clearly formulated. It must be drawn up in English.
The complete tender must not exceed 5 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.
The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 2 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs should be submitted in English.
