The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.

Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • Governance and democracy
  • Digitalisation

Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 

I. General information

  1. Brief information on the project

Under the Special Initiative “Decent Work for a Just Transition” (branded Invest for Jobs), the German Federal Ministry for Economic Cooperation and Development (BMZ) put together a package of measures to support private sector investment activities that have a high impact on more and better jobs in Africa. Invest for Jobs is active in eight countries in Africa, including Rwanda. GIZ is one of Invest for Jobs’ implementing agencies.

The project “Promoting Women’s Economic Empowerment in Rwanda” (WEE) was commissioned by BMZ as part of the Special Initiative “Decent Work for a Just Transition” and is being implemented by GIZ Rwanda in cooperation with the Rwanda Ministry of Trade and Industry. The WEE project, launched in January 2024, aims to enhance the economic participation of women in Rwanda. It focuses on two main areas of activity: (1) improving working conditions for women employees and (2) enhancing the positioning of women-led companies in the economic and social environment. The project’s key success indicators pertain to the creation of good jobs for women, the improvement of working conditions for women, and improved performance of women-owned businesses.

  1. Context

During the course of the above projects, several workshops and events will be implemented in different formats (online and in-person) and for various occasions (from the WEE project’s opening and closing events to internal workshops to external outreach/networking/knowledge dissemination events). The topics of the workshops/events pertain to promotion of gender equality and women’s economic empowerment. The exact nature of each workshop/event cannot be determined currently.

GIZ is seeking a contractor to deliver professional moderation services to ensure the smooth conduct of these events and effective engagement of participants.

  1. GIZ shall hire the contractor for the anticipated contract term, from 15.05.2024 to 30.06.2025
  2. The contractor shall provide the following service:
  3. Preparation, moderation, and follow up for up to 10 full-day events/workshops

The contractor will perform the following tasks for up to 10 full-day events/workshops:

  • Preparation for moderation of event/workshop, including development of event agenda based on inputs by GIZ, topics, and materials provided and conducting coordination meetings with GIZ to discuss the methodological event approach.
  • Coordination with stakeholders contributing to event/workshop agenda to ensure smooth flow of the agenda
  • Event/workshop moderation in various formats (online and in-person) in Kinyarwanda or English, including setting the context, introducing speakers, guiding the flow of the event, facilitating interactive sessions (e.g. panel discussions, Q&A sessions), time management, encouraging active participation from attendees, and provision of real-time and visual documentation techniques
  • Provision of high-quality documentation after each workshop/event (report, including minutes, potential follow up items, and selection of high-quality photos)

Note: for the moderation of larger events/workshops, GIZ will require a team of 2 experts. Smaller workshops/events will be moderated by only 1 expert. GIZ estimates that 8 events will require a team of 2 moderators and 2 events will only require one moderator.

Required travel

  • If necessary and approved by GIZ in advance, travel to districts outside of Kigali is possible in order to moderate events in other districts.
  • The contractor should plan for up to eight 3-day and 2-night roundtrips for each expert.

Education

  • Advanced degree (Master’s) in Economics or Social Studies

Professional experience

  • Demonstrated experience (10 reference assignments) performing moderation services for international organizations and/or NGOs in English
  • Demonstrated experience (10 reference assignments) performing moderation services for international organizations, public sector, private sector and/or NGOs in Kinyarwanda
  • Demonstrated experience (5 reference assignments) performing moderation services on topics of gender equality and/or women’s economic empowerment

Language skills

  • Fluent Kinyarwanda
  • Fluent English

1.2. Expert 2: Junior Moderator

Education

  • University degree (Bachelor’s) in Economics or Social Studies

Professional experience

  • Demonstrated experience (2 reference assignments) assisting the organization and moderation of events for international organizations and/or NGOs in English
  • Demonstrated experience (2 reference assignments) assisting the organization and moderation of events for international organizations, public sector, private sector and/or NGOs in Kinyarwanda
  • Demonstrated experience (1 reference assignments) assisting the organization and moderation of events on topics of gender equality and/or women’s economic empowerment

Language skills

  • Fluent Kinyarwanda
  • Fluent English Top of Form

Transportation expenses within Kigali will not be reimbursed and are factored into the expert fee.

In cases where the assignment takes place outside of Kigali, transportation will generally be facilitated using a GIZ vehicle and GIZ driver, following GIZ regulations.

Note: This budget line can only be utilized in the rare cases where a GIZ car is unavailable and upon receiving prior written approval from GIZ.

The budget for transport costs is fixed and will not be amended upwards by GIZ. It is therefore essential that economic modes of transportation are preferred.

Flexible remuneration

The contractually agreed individual rates and type of settlement (against evidence or lumpsum) may not be changed.

A budget of RWF 1,593,050 is foreseen for flexible remuneration. Please incorporate this budget into the price schedule.

Use of the flexible remuneration item requires prior written approval from GIZ.

Calculate your financial bid exactly in line with the quantitative requirements of the specification of inputs above. There is no contractual right to use up the full budgets. The number of days and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price schedule.

III. Requirements on the format of the tender

The CV submitted for the expert can have a maximum of four pages. If the maximum page length is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

IV. Submission of the offer

1. Eligibility documents

Participating companies must submit the following documents (as described in the Eligibility assessment grid attached) to be eligibility for technical evaluation,

  • A valid registration certificate (issued by RDB),
  • VAT certificate (issued by RRA)
  • Tax clearance certificate (issued by RRA).

Proof of successful completion of related assignments: At least five (5) references projects int the technical field of Moderation services in Rwanda in the last 3 years.

Non-submission/Partial submission of commercial/technical documents mentioned above by any bidder will lead to a rejection of the entire bid.

3. Financial offer

Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs as described in the quantitative requirements. The costs must be in RWF and VAT excluded. Price sheet attached must be used for the financial offer.
