Tender Title: Field Operations Management and Tax Advisory Services

- Background
Wildlife Conservation Initiative (WCI) is a Rwanda-based non-profit organization focused on ecosystem restoration, biodiversity conservation, and community livelihoods. Under its restoration program, WCI is implementing activities including nursery development, site preparation, and tree planting.
To ensure efficient implementation and compliance with financial and tax regulations, WCI invites qualified individuals or firms to submit technical and financial proposals for the provision of field operations management and tax advisory services.
- Objective of the Assignment
The objective is to engage a competent service provider to manage field implementation costs and activities related to seedling, site preparation, and tree planting, while also providing advisory support on employment taxation and statutory compliance. - Scope of Work
The selected bidder will be responsible for the management and payment of casual workers involved in seedling production, site preparation, and tree planting activities, including maintaining accurate worker records, timesheets, and proof of payments, while ensuring compliance with employment taxation and statutory requirements:
- Seedling Activities Management
Hiring and payment of casual labor involved in seeding activities - Site Preparation and Tree Planting
Payment of casual workers involved in land clearing, hole digging, transportation of seedlings, and management of trees panted. - Tax Advisory and Compliance
Providing guidance on employment taxation, calculating statutory obligations, and supporting the preparation and submission of tax returns in compliance with Rwanda Revenue Authority (RRA) requirements.
- Deliverables
The service provider will be required to:
- Submit periodic (every two months) progress and financial reports
- Provide invoices corresponding to complete work
- Submit supporting documentation, including:
- List of casual workers
- Proof of payment to workers
- Relevant supporting records for all expenditures
- Duration of the Assignment
The assignment will be for an initial period of one (1) year, renewable based on performance and project needs. - Eligibility and Qualification Criteria
Interested bidders (individuals or firms) must demonstrate:
- Proven experience in managing field-based projects or similar assignments
- Experience in handling casual labor and operational logistics
- Strong knowledge of Rwanda tax laws, particularly employment taxation
- Ability to maintain proper documentation and reporting
- Submission Requirements
Interested bidders must submit:
- Financial Proposal: Detailed cost breakdown and payment terms
- Supporting documents, including:
- RDB registration certificate (for companies)
- Valid RRA tax clearance certificate
- Evidence of similar assignments
- Evaluation Criteria
Proposals will be evaluated based on:
- Technical approach and relevant experience
- Understanding of the assignment
- Financial competitiveness
- Capacity to deliver quality work within timelines
- Payment Terms
Payments will be made based on approved deliverables and agreed milestones. - Submission Deadline
