1. Position Summary

The GIS Systems Developer shall design at the application/component level, develop, configure, integrate, test, deploy, document, and maintain GIS-enabled software solutions. The role is primarily hands-on and combines GIS technology proficiency with full-stack software development to implement web and, where required, mobile GIS applications; geospatial data workflows; GIS services; and integrations with enterprise information systems.

The developer shall work with project technical leads, software architects, business analysts, GIS specialists, DevOps engineers, and other project team members to translate approved business and technical requirements into reliable, secure, maintainable software. Responsibility for enterprise-wide architecture, overall technology strategy, and solution-level governance remains with the designated architect or technical lead.

2. Minimum Qualifications

  • Bachelor’s degree in GIS, Geoinformatics, Computer Science, Software Engineering, Information Systems, ICT, Geography, or a related discipline.
  • At least five (5) years of relevant professional experience, including substantial hands-on development or customization of GIS-based software applications.
  • Demonstrated implementation contribution to at least two (2) GIS software development or enterprise GIS integration projects.
  • Evidence of completed software deliverables such as GIS web applications, APIs, geospatial database components, or GIS integrations.
  • Relevant ArcGIS, software development, cloud, or database certifications are an added advantage, not mandatory.

3. Required Technical Experience

3.1 GIS Platforms and Development

  • Practical experience configuring, extending, and consuming services from ArcGIS Enterprise (including ArcGIS Server and Portal for ArcGIS) and/or ArcGIS Online.
  • Hands-on development of interactive web maps, geospatial user interfaces, feature editing, layer visualization, pop-ups, search, filtering, and spatial queries using ArcGIS Maps SDK for JavaScript (formerly ArcGIS API for JavaScript).
  • Experience with ArcGIS REST APIs, feature services, map services, geoprocessing services, authentication, and service consumption or publishing.
  • Ability to use ArcGIS Pro for preparing and validating geospatial datasets, maps, layers, and services, as required.
  • Experience implementing location-based workflows, spatial analysis, GIS dashboards, and geospatial reporting.

3.2 Frontend and Mobile Development

  • Proficiency in JavaScript or TypeScript, HTML5, CSS3, and modern frontend development.
  • Hands-on experience with React and/or Next.js, including API integration, state management, reusable components, responsive layouts, and form validation.
  • Experience integrating GIS mapping components into enterprise web applications.
  • Experience with mobile GIS applications, responsive field-data-collection workflows, or mobile frameworks is an added advantage.

3.3 Backend Development and Integrations

  • Ability to implement backend services using at least one relevant stack, such as Node.js/NestJS, Java/Spring Boot, or ASP.NET.
  • Experience developing and consuming REST APIs, handling JSON data, authentication/authorization, validation, error handling, and API documentation.
  • Experience integrating GIS with enterprise applications such as land information systems, ERP, health information systems, environmental systems, document management systems, and external data services.
  • Understanding of asynchronous processing, data import/export, and integration error recovery; SOAP integration experience is an added advantage where legacy systems require it.

3.4 Spatial Databases and Data Processing

  • Strong SQL skills and practical experience with geospatial data storage and querying, preferably PostgreSQL/PostGIS and/or enterprise geodatabases backed by supported relational databases.
  • Ability to create, query, update, validate, and optimize spatial datasets and relevant indexes in collaboration with database/GIS administrators.
  • Experience with coordinate reference systems, projections, common GIS data formats, spatial joins, and geometry operations.
  • Ability to implement data import, transformation, cleansing, validation, and synchronization routines.

3.5 Engineering Practices, Security, and Delivery

  • Use of Git and collaborative development workflows, including code review and version control.
  • Ability to write automated/unit/integration tests, troubleshoot defects, profile slow services or spatial queries, and improve application performance.
  • Understanding of secure coding practices, secrets handling, access control, and integration with organizational identity services.
  • Practical experience supporting CI/CD pipelines, environment configuration, logging, release packaging, and deployments in collaboration with DevOps or infrastructure teams.
  • Ability to prepare developer-facing technical documentation, installation notes, API documentation, and handover materials.

4. Key Responsibilities

  • Develop, enhance, and maintain web-based GIS applications, geospatial modules, and related software components based on approved requirements and technical designs.
  • Build interactive maps, data-editing tools, spatial search/filtering, GIS dashboards, and other geospatial user-interface components.
  • Configure, extend, publish (where authorized), and consume GIS map, feature, and geoprocessing services on ArcGIS Enterprise or ArcGIS Online.
  • Design and implement application-level APIs, backend logic, and integration adapters connecting GIS services with other business systems.
  • Implement and maintain spatial data models, geospatial queries, ETL/data import routines, and data validation processes under agreed data standards.
  • Write maintainable, secure, reusable code; perform unit and integration testing; participate in peer reviews and resolve identified defects.
  • Investigate and fix functional, integration, geospatial-data, and performance issues; assist with monitoring and production support.
  • Work with technical leads, architects, business analysts, QA, database administrators, and DevOps staff to clarify requirements and deliver features within project plans.
  • Support deployment, configuration, release validation, and maintenance of GIS applications across development, test, and production environments.
  • Maintain source code, API specifications, technical setup guides, configuration records, release notes, and relevant implementation documentation.
  • Participate in sprint planning, technical discussions, demonstrations, code reviews, and project progress reporting.
  • Provide technical knowledge transfer to internal development and support teams; support user training only where hands-on technical input is required.

5. Preferred Experience

  • GIS implementations in government, land administration, utilities, environment, or natural-resource management.
  • Parcel Fabric and cadastral/land information workflows within the ArcGIS Enterprise ecosystem.
  • Field data collection, offline/mobile workflows, GPS-based data capture, and synchronization.
  • ArcGIS Experience Builder, ArcGIS Dashboards, or configurable GIS applications, including custom widgets where applicable.
  • Python/ArcPy or other scripting for GIS data processing and workflow automation.
  • Open geospatial technologies and standards, including OGC services, GeoJSON, and PostGIS.
  • Real-time GIS data feeds, event-driven integrations, remote-sensing datasets, or advanced spatial analytics.

6. Soft Skills

  • Strong analytical thinking, debugging, and practical problem-solving.
  • Ability to translate technical specifications and requirements into working software.
  • Clear communication with technical and non-technical colleagues.
  • Teamwork, code-review participation, and willingness to receive and apply technical feedback.
  • Good time management, attention to detail, and accountability for assigned deliverables.
  • Ability to work independently on assigned development tasks and within multidisciplinary project teams.

7. Expected Deliverables

  • Functional GIS web application features, modules, and, where assigned, mobile GIS components.
  • Version-controlled, reviewed, and maintainable source code with relevant build and deployment configuration.
  • Implemented GIS service configurations, maps, layers, and application integrations.
  • Documented REST APIs, integration services, and backend components.
