Context of the position:
SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operates in four Program Areas based in Gasabo, Gicumbi, Kayonza and Nyamagabe. To further fulfil the above-mentioned responsibilities, SOS Children’s Villages Rwanda is seeking for a competent Planning MEAL Officer.
Job Purpose:
The job holder plays a leading role in the programs and projects implementation of a comprehensive Monitoring and Evaluation system. S/He leads and coordinates Planning and M&E activities at program area.
In collaboration with program area’s colleagues, S/he also designs and implements strategies that lead to high-quality results, Support in development of concept notes and proposal writing. S/he builds the capacity of program staffs on Result-Based Management (RBM) approach and drives program area learning and adaptive management.
S/he assists the Head of Program Area in preparing quarterly, biannual and annual reports, maintain the MEAL system that informs program planning, measures result against objectives PRODIGI and PDB2), collects and analyses different data for reporting and informed decision making.

Key Performance Areas and Main Responsibilities:
- Ensures the strict implementation of the organization’s M&E guide, tools and templates across the program area;
- Leads and actively participates in planning, monitoring, reporting, evaluation and research activities to be carried out in the program area and ensure that it is conducted in line with agreed ethical principles.
- Coordinates the results-based management planning and reporting process
- Promote impact reporting by leading quality documentation of stories of change, best practices and lesson learned.
- Provides direct technical support to program staffs to prepare project M&E plans
- Provides technical guidance for programs baselines and evaluations studies
- Supports program area’s strategic and annual plan preparation process including clear target setting, development of M&E indicators as well as plan alignment with the national annual and strategic plan.
- Leads in the development/ enhancement of data collection and monitoring tools for child, youth, family and community development within the Program Area;
- Maintain and regularly update the program area’s database.
- Develops and strengthens monitoring and evaluation procedures as well as impact indicators for the project success;
- Monitors and analyses the project performance focusing on quality and sustainability of the project results;
- Advises and suggests strategies to the Program Area team for improving the efficiency and effectiveness of Program Area programmes;
- In close collaboration with Research and RBM Sr manager and Head of Program Area, identify capacity
- gaps and build the capacity of the Program Area staff on programme quality.
- Monitor cross-cutting themes (child safeguarding, advocacy, gender equality and disability inclusion, etc.) are integrated in programs.
Formal qualifications and Experience requirements:
- Bachelor’s degree in project management, business administration and management, economics, development studies with emphasis on development issues and risk management issues or a related field;
- A minimum of three years of experience in project M&E, a documented track record of planning, monitoring and evaluation;
Required Skills:
- Strong analytical skills.
- Language Proficiency: English & Kinyarwanda, French (optional
- Excellent interpersonal skills and team player.
- Experience with an international Non-Governmental Organization would be an asset
- Ability to generate learning and program evidence for quality improvement and decision making.
- Advanced computer skills in Excel, Word processing, Database management, Power Bi or other statistical packages
- Excellent writing, interpersonal, and teamwork skills.
- Ability to work with minimum supervision
- Ability to get tasks done efficiently while exercising good judgment
- Meets goals and maintains high standards in service delivery
- Skilled in implementing and maintaining office systems and procedures
- Provides exceptional support and guidance to staff
- Strong verbal and written communication for effective liaison with staff andfunctional units
Child Protection Policy:

- Report any child safeguarding concerns immediately in accordance with the organizational’s Child Protection Policy
- Promote and uphold the organisation’s values and child safeguarding principles in all interactions and decision - making
Data Protection Policy:
- At all times ensure that personal data of SOS Children’s Villages beneficiaries and their families as well as SOS Children’s Villages in Rwanda co-workers is handled confidentially and in accordance with prevailing SOS Children’s Villages.
- Ensure that personal sponsor information and data used and administered for the benefit of SOS Children’s Villages in Rwanda, is stored and transferred securely, handled confidentially and in accordance with prevailing data protection laws. Donor data will remain under the control of SOS Children’s Villages in Rwanda and shall not be forwarded to or swapped with other organizations.
