The National Pharmacy Council (NPC) is an independent statutory regulatory authority established by Law No. 45/2012 of 14/01/2013, mandated to ensure that the rules, honour and dignity of the pharmacy profession are upheld and that public health is protected. The Council promotes the principles of morality, integrity and dedication essential to pharmacy practice, and ensures that all its members comply with their professional obligations and the laws and regulations governing pharmacy professionals in Rwanda. The vision of the National Pharmacy Council is to become a Centre of Excellence in the regulation and control of the pharmacy profession.
ABOUT THE ROLE
The National Pharmacy Council is seeking to recruit a qualified and experienced Professional Operations Manager to be based in the City of Kigali. Reporting to the Permanent Secretary and Registrar, the Professional Operations Manager will lead the Council's core regulatory functions, registration and licensing, education and continuous professional development, and practice and conduct oversight while deputizing for the Permanent Secretary and supporting the Council's Technical Committees.
DUTIES AND RESPONSIBILITIES
The Professional Operations Manager will be responsible for the following:
Registration and Licensing
- Coordinate the planning, organization and guidance required to establish, develop and maintain universally acceptable standards for the registration of pharmacy professionals.
- Coordinate all activities related to the pre-registration examination.
- Ensure the timely execution of the registration and licensing of pharmacy professionals.
Education and Continuous Professional Development (CPD)
- Ensure the effective management of the Continuous Professional Development (CPD) program.
- Coordinate the planning, organization and guidance required to establish, develop and maintain universally acceptable standards in pharmacy education and related matters.
- Coordinate CPD program activities to ensure that program goals and objectives are achieved in line with established priorities, timelines and funding constraints.
- Coordinate educational activities offered by CPD providers for professionals undertaking CPD activities for relicensing purposes.
- Coordinate all activities related to the internship program.
Practice and Conduct
- Coordinate the planning, organization and guidance required to establish, develop and maintain universally acceptable standards in pharmacy practice and professional conduct.
- Evaluate and support the development of policies and procedures for the management of professional misconduct cases.
- Manage the complaints and investigation process relating to professional conduct.
Management
- Deputize for the Permanent Secretary in ensuring the smooth running of the Council's office.
- Provide technical support to all Technical Committees of the Council.
- Manage staff and oversee the day-to-day activities of the Professional Affairs Department of the NPC.
- Participate in the development and execution of the NPC's action plan and strategic plan.
- Prepare, or supervise the preparation of, progress reports, quarterly reports, annual reports and other reports as required by the Permanent Secretary.
- Record minutes of meetings of the Permanent Secretary, including meetings with stakeholders.
- Perform any other duties as may be assigned by the supervisor in line with the job description.
QUALIFICATIONS AND REQUIREMENTS
Educational Qualifications
- A Bachelor's degree in Pharmacy with a minimum of four (4) years of progressively responsible, related experience is required; a Master's degree in a health-related profession is an added advantage.
- A valid license to practice the pharmacy profession in Rwanda.
Knowledge and Skills
- Demonstrated leadership, strategic planning, visioning and management abilities.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, and to interact productively and comfortably with NPC stakeholders.
- Excellent writing and presentation skills in English are required, along with good working knowledge of French.
- Ability to manage multiple projects simultaneously and to work effectively under pressure.
- Computer literate, with proficiency in Microsoft Office applications.
- Ability to work independently and to solve complex problems using sound judgment and discretion.
- Ability to develop and maintain effective partnerships with medical, pharmaceutical and health-training institutions.
- Willingness to perform other duties as determined by the Permanent Secretary/Registrar.
