Assignment Title: Request for Expression of Interest (EOI) to hire a consulting firm for the preparation of the SEIRCHP Implementation Completion Report (ICR)

Procurement Approach: Consultant’s Qualification-Based Selection (CQS)

1. Background: 

The Development Bank of Rwanda wishes to invite all interested and qualified bidders to submit their best proposals for the consultancy services to hire a consulting firm for the preparation of the SEIRCHP Implementation Completion Report (ICR) for all project components. In this regard, the Development Bank of Rwanda (BRD) requests interested firms to submit their Technical and Financial Proposals for the above-mentioned services according to the Terms of Reference detailed in the Request for Proposal. 

2. Objective of the assignment:

The main objective of developing the borrower’s Completion Report (ICR) is to document the implementation experience, achievements, challenges, sustainability issues, and recommendations from the Borrower’s perspective. The ICR serves as a final comprehensive project closing report that documents the implementation experience, achievements, challenges sustainability issues and lessons that can be applied for phase II. 

3. Duration

Three (3) months, not exceeding forty-five (45) working days, from the date of contract signing. Given the urgency of this activity, bidders who propose a shorter delivery timeline will have an added advantage in the evaluation process. 

4. Requirements:

The Development Bank of Rwanda (BRD) now invites eligible consulting firms (“Consultants”) to express their interest in providing the above-mentioned services. Interested consulting firms must meet the following criteria and provide supporting evidence, including successful completion certificates, client reference letters, or other equivalent documents demonstrating the successful completion of similar assignments.

  1. Demonstrated Experience in Project Evaluation, Performance Assessment, and Implementation Completion Reporting within the last 5 years
  2. At least 5 proven track records in preparing ICRs or similar evaluation reports for multilateral donor-funded projects within the last 5 years.
  3. Demonstrated expertise in M&E of large-scale development projects, evidenced by the successful completion of at least five (5) consultancy assignments within the last five (5) years
  4. Demonstrated expertise in data collection, impact assessment, and policy formulation, evidenced by the successful completion of at least three (3) consultancy assignments within the last five (5) years
  5. Familiar with social safeguards in world bank-funded projects evidenced by successful completion of at least five (5) consultancy assignments in the last five (5) years.

*The candidate with the greatest relevant experience will receive a higher score under this criterion

In addition, interested consulting firms shall fill, sign and submit the following forms/document:

  1. Application form for establishing business relationships with political exposed person (PEP form with all information requested).
  2. Fill and Sign the Conflict-of-Interest Form. 
  3. Beneficial Ownership Disclosure form.
  4. Technical and managerial organization of the firm.

*Submission of all the above-required documents is mandatory. Failure to provide any of the required documents will result in disqualification of the bid.

5. Selection process 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. The bidder that meets the requirements will be considered a successful bidder and invited for the submission of the technical and financial opening, which will be followed by contract negotiations.

The expression of interest must be addressed to the Chief Executive Officer of the Development Bank of Rwanda on the following address: procurement@brd.rw and copying to brd@brd.rw not later than 5th August 2026 at 6:00pm Kigali time (GMT +2).
