- Introduction
FlyZipline Rwanda Ltd. (“Zipline”) invites qualified contractors to submit proposals for the installation of electrical systems at the RW3 Karongi Distribution Facility.
This RFP covers complete electrical installation works from the main incomer to final user points, including supply, installation, testing, commissioning, and handover.
- Company Background
Zipline operates the world’s largest instant logistics and drone delivery network, enabling on-demand delivery of healthcare, commercial, consumer, and agricultural products.
Reliable and safe electrical infrastructure is essential to ensure uninterrupted, mission-critical operations at the RW3 Karongi site.
- Project Overview
The project involves full end-to-end electrical installation, including:
- Main power intake and distribution
- Automatic Transfer System (ATS) integration
- Sub-distribution systems
- Lighting systems (indoor & outdoor)
- Socket outlets and final circuits
- Air conditioning electrical connections
- Testing, commissioning, and system handover
- Scope of Work
The selected contractor shall provide full Engineering, Procurement, and Construction (EPC) services. 4.1 Main Distribution System
- Install and energize 250A 4P MCCB incomer (set to 225A)
- Install Type 1+2 Surge Protection Device (SPD) with proper earthing
- Install main distribution board (MDB)
- Ensure all DBs are installed at 1800mm height (top from finished floor)
- Ensure all MCCBs are torqued to manufacturer specifications
- All terminations must comply with manufacturer standards
- Use only approved brands (ABB, Schneider, Siemens, Eaton, Hager, Legrand)
4.2 Automatic Transfer System (ATS)
- Terminate 4 × 150mm² cables into ATS
- Ensure full integration between utility supply, ATS, and MDB
4.3 Power Cabling & Infrastructure
- Install:
○ 4 × 150mm² XLPE SWA copper (Incomer → ATS → MDB)
○ 2 × 4 × 50mm² cables (MDB → Power container & Flight Ops DB)
○ 3 × 10mm² cable (MDB → Security post)
- All installations shall be via:
○ Trenching
○ Trunking
○ Conduits
- Use proper:
○ SWA glands
○ Lugs
○ Ferrules
4.4 Sub-Distribution Panels
- Install four (4) sub-distribution boards with labeled circuits
- Ensure:
○ Proper installation of breakers and RCDs
○ Torque compliance per manufacturer specifications
○ Approved brands only
4.5 Final Installations
Sockets
- Category A (Ceiling level): for AC and signage (MCB protected)
- Category B (850mm AFFL): RCD protected
Lighting
- Install all indoor lighting
- Install all outdoor lighting
- Install all exit and illuminated signage
Switches
- Install all switches at 1500mm height
Air Conditioning
- Install all electrical connections for AC units as per schematics
4.6 Sub-Circuit Cabling
- Lighting: 2×1.0mm² – 2×1.5mm²
- Sockets: 3×2.5mm²
- Air conditioning: 3×2.5mm² – 3×4mm²
- All installations must:
○ Use trunking/conduits
○ Include proper ferrules and lugs
○ Use appropriate cable glands
4.7 Junction Boxes & Connections
- Outdoor junction boxes must be IP rated
- Cable entry must be from the bottom only
- No cable joints using insulation tape allowed
- Only Wago 221 type connectors permitted
- Junction boxes are the only approved points for cable joints
4.8 Labeling
All installations must be labeled using printed labels, including:
- Distribution boards
- Circuit breakers and RCDs
- Sockets and switches
- Junction boxes
- Light fixtures
4.9 Testing & Commissioning
The contractor shall perform:
- Full system testing
- Earth resistance testing
- RCD testing
- Verification of safety and performance compliance
4.10 Handover Requirements
The contractor must provide:
- As-built drawings (including source files)
- Single Line Diagram (SLD) (including source files)
- Test certificates and results
- Minimum 24-month warranty
4.11 System Flow
Main Incomer → ATS → MDB → Sub DBs → Final Circuits → End User Points
- Contractor Responsibilities
The contractor shall:
- Provide all labor, supervision, tools, and equipment
- Ensure compliance with Rwandan electrical regulations
- Implement strict Health, Safety & Environment (HSE) standards
- Coordinate with other contractors on site
- Warranty Requirements
- Minimum 24 months warranty on:
- Installation
- Materials
During the warranty period, the contractor shall:
- Repair or replace defects at no additional cost
- Provide defined response times for corrective actions
- Vendor Eligibility Requirements
Bidders must submit:
- Company Registration Certificate
- Company Profile
- Valid Tax Clearance Certificate
- Social Security Compliance Certificate
- At least three (3) similar project references, completion certificates must be attached.
- Proof of certified electricians/engineers
- Engineering licenses/certifications
- Proposal Requirements & Submission Process
8.1 Mandatory Submission Format
Bidders must submit their proposals as:
ONE (1) single consolidated PDF document
This document must include:
- Company Profile
- Technical Proposal
Important:
- Submissions with separate files will not be accepted
- This is mandatory for efficient evaluation
8.2 Two-Stage Procurement Process
Stage 1: Prequalification (Technical Only)
Bidders must submit:
- Company Profile
- Technical Proposal
At this stage:
- Do NOT submit financial proposals
- Evaluation will be based on:
○ Technical capability
○ Relevant experience
○ Compliance with scope
Stage 2: Financial Proposal (Shortlisted Bidders Only)
- Only shortlisted bidders will be invited
- Zipline will issue an official Bill of Quantities (BOQ)
- Financial proposals must strictly follow the BOQ format
8.3 Technical Proposal Requirements
The Technical Proposal must include:
- Method statement
- Project implementation plan & timeline
- Manpower plan
- Equipment/tools list
- QA/QC procedures
- HSE plan
- Relevant experience & any other information relevant for this RFP.
- Evaluation Criteria
Proposals will be evaluated based on:
- Technical compliance
- Relevant experience and past performance
- Methodology and execution plan
- Delivery timeline
- Warranty and after-sales support
- Commercial Terms
- Proposal validity: 60–90 days
- Payment terms to be proposed by bidder
- Zipline reserves the right to accept or reject any proposal
- All proposal preparation costs shall be borne by the bidder
