TENDER NOTICE # PIH/IMB 6028/M04/ FY 24 

TENDER TITTLE: SUPPLY, INSTALLATION AND COMMISSIONING OF MEDICAL EQUIPMENT FOR PIH SUPPORTED HOSPITALS 

SOURCING METHOD: DOMESTIC OPEN COMPETITION

Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts, whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high-quality health care to three districts namely: Kayonza, Burera and Kirehe.

Partners In Health / Inshuti Mu Buzima is seeking for proposals from qualified and authorized service providers / vendors for the supply, installation and commissioning of medical equipment for PIH supported Hospitals as per Terms of References (ToRs) found on PIH procurement link indicated here below.

Terms of References (ToRs) will be available in Partners In Health/Inshuti Mu Buzima e-Procurement System (https://pih-imb.org.rw/eprocurement/index.php) starting from April 19, 2024 to May17, 2024.

Lot I:

SUPPLY, INSTALLATION AND COMMISSIONING OF MANIKINS FOR SIMILATIONLABS AT PIH SUPPORTED HOSPITALS

Lot II:

SUPPLY, INSTALLATION AND COMMISSIONING OF OPG MACHINES AT BUTARO AND KIREHE DISTRICT HOSPITALS

I. Compulsory requirements:

  1. Proof of Business registration (RDB/ RCA Registration) in pharmaceutical/medical domain of work/supply.
  2. Valid RRA tax clearance or proof of RRA certificate request in process.
  3. Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA) nor Partners In Health (applicable on domestic, regional and international bidders).
  4. License to operate in pharmaceutical business or dealing with medical equipment domain.
  5. Interested and qualified vendors / manufacturers must provide along with their bid/proposal a Bid Security (Bank Guarantee) equivalent to 3% of the total bid/proposal amount in Rwandan Francs

II. Financially, the bid shall indicate:

  1. The prices for offered commodities (using Rwandan francs currency) along with PIH preferred INCOTERMS (DDP - Delivered Duty Paid at destination) - refer to ToRs.
  2. The shortest delivery time and terms & conditions of payment.
  3. The offer validity shall not be lower than 120 calendar days from the day of the bids submission.
  4. The proposal validity should not be less than 120 days starting from the day of submission.
  5. Before contract award to successful bidder, a performance guarantee security (in form of Bank Guarantee) equivalent to 5% of the contract price shall be required, failure to provide the performance security shall constitute grounds for the cancellation of the award and forfeiture of the Bid security.
  6. The Performance Security shall be discharged by PIH/IMB and returned to the supplier in two phases. The first half shall be returned within thirty (30) days following provisional acceptance, and the second shall be returned within thirty (30) days at the end of the first year of warranty (12 months).

Please note the following:

  1. ALL PROPOSALS FROM INTERESTED BIDDERS WILL BE ELECTRONICALLY SUBMITTED to Partners In Health/Inshuti Mu Buzima Procurement System using the following link : (https://pih-imb.org.rw/eprocurement/index.php) before May 17, 2024 @ 11: 59 pm (closing time) Kigali time prompt – Failing to follow this instruction proposals will not be considered.
  2. Results of the public opening session will be available in the system starting from May 19, 2024 from 00:00 AM.
  3. BID SECURITY

Bid Security of unsuccessful bidders shall be returned as soon as possible after tender examination and tender award to the winning vendor.

  • Bid Security may be forfeited executed if (i) bidder withdraws its bids during the period of bid validity, (ii) when a successful bidder fails to sign the Contract or provide Performance Security, or (iii) when a successful bidder refuses corrections of its financial proposal.

Special Notes:

(1) There is no fee paid to obtain the Tender document.

(3) Partners In Health is not obligated to purchase or to pay for any costs incurred by the bidder in preparation of his/her proposal in response to this tender notice.

(3) Proposals will be evaluated on the greatest overall fulfilment of technical specifications and technical requirements as well as PIH applied most benefiting economic advantages.

(4) The tender public opening results will be accessed through the system.

(5) PIH employees are not allowed to participate in any PIH tender.
