1. Background
Zenysis Technologies, in partnership with the Rwanda National Health Intelligence Center (NHIC), invites qualified vendors to submit quotations for enterprise compute, networking, power and monitoring infrastructure supporting the Gates Foundation supported Improving PHC through Data Intelligence project.
NHIC has completed a Rapid Infrastructure Assessment (a brief summary can be sent upon request to the above email) and Procurement Validation confirming the technical need, intended use and deployment readiness of the proposed infrastructure. The infrastructure will support priority health-system integrations, data ingestion and transformation, development and testing environments, centralized analytics, dashboards, data science, AI-assisted analytics and machine-learning workloads.
NHIC has recommended proceeding to competitive procurement with the validated scope.
2. Quotation Structure and Budget Optimization
Scope of Quotation
Vendors may submit a quotation under Option A, Option B, or both. Each option submitted must include the complete integrated infrastructure solution, comprising the enterprise compute platform, networking infrastructure, power distribution, environmental monitoring, delivery, installation, commissioning, manufacturer warranty, and technical support, as specified in Sections 4–8.
All components and services must be included and separately itemized. Vendors submitting both options must clearly identify the cost differences between them. Option B must identify all proposed reductions, deferred components, technical or performance trade-offs, and associated future expansion costs.
The successful vendor will retain full responsibility for the compatibility, delivery, installation, commissioning, warranty coordination, and support of the complete integrated solution.
Quotations that exclude any mandatory equipment or services specified in this RFQ will be considered nonresponsive. Technical deviations or equivalent alternatives may be evaluated where expressly permitted, provided the vendor clearly identifies and explains them.
A. FULL VALIDATED REFERENCE CONFIGURATION:
Quote the complete NHIC-validated Dell PowerEdge XE7740 configuration, or technically equivalent platform, as specified in Sections 4–7, with a consolidated fixed-price total and itemized pricing. Identify manufacturer, model, quantity, specifications, warranty, delivery, and services for every component. The configuration must preserve future expansion capacity for up to eight double-wide accelerators.
B. COST-OPTIMIZED ALTERNATIVE:
Provide a lower-cost initial configuration using the same XE7740 chassis, or technically equivalent platform, while retaining essential deployment functionality and future expansion capacity for up to eight double-wide accelerators. Vendors should consider reducing initial GPU, memory, and local-storage capacity to minimize upfront costs while preserving a clear upgrade path to the full validated configuration.
Separately identify deferred components, associated costs, and any technical or performance trade-offs. Vendors must distinguish between components required at initial purchase to preserve future expansion capability and those that can be added later without replacing major equipment. Any factory installed components required to enable future expansion to four or eight GPUs must be included and priced in the initial quoted configuration, even where the additional GPUs themselves are deferred. Vendors must provide the associated expansion costs in accordance with Section 5D.
The procurement budget is fixed. Option B is intended to provide a materially lower-cost initial configuration than the full validated reference configuration (Option A), while preserving essential functionality and future expansion capability.
Vendors submitting Option B must identify all proposed reductions, deferred components, technical trade-offs, and future expansion costs in accordance with Section 5D. Where both options are submitted, vendors must clearly identify the total cost difference between them.
Separate pricing does not mean NHIC has deemed a component unnecessary. No reduced configuration may be ordered without NHIC/MoH technical review and approval. Vendors should distinguish mandatory enabling components from scalable capacity and must not omit essential network, power, or monitoring dependencies without expressly identifying the impact.
3. Eligible Bids, Local Sourcing and Price Competitiveness
Zenysis invites qualified vendors, including Rwanda based suppliers and authorized manufacturers or distributors, to submit quotations for the complete integrated infrastructure solution.
Vendors must demonstrate their ability to supply, deliver, install, commission, and support all required equipment, including the enterprise compute platform, networking infrastructure, power distribution, and environmental monitoring components.
The successful vendor will serve as the single point of accountability for the complete solution, including equipment compatibility, delivery timelines, installation, commissioning, warranty coordination, and technical support in Rwanda.
Subcontracting and Vendor Accountability
Vendors may engage authorized subcontractors, distributors, manufacturers, or local service partners to fulfill portions of the contract. However, the awarded vendor shall remain the sole contractual point of accountability to Zenysis for the complete integrated solution, including equipment compatibility, delivery, installation, commissioning, warranty coordination, and technical support.
The awarded vendor shall be responsible for the performance, quality, and timely delivery of all subcontracted work. Any subcontracting arrangements must be clearly identified in the quotation, including the roles and responsibilities of the proposed partners. Subcontracting shall not relieve the awarded vendor of any contractual obligations to Zenysis.
The awarded vendor shall remain responsible for coordinating and resolving any deficiencies involving subcontractors, manufacturers, or service partners, without requiring Zenysis or NHIC to manage those parties directly.
All quotations must include itemized pricing for equipment, freight, importation, applicable duties and taxes, installation, configuration, warranty, and support.
Pricing must remain competitive with manufacturer-direct and authorized-distributor benchmarks, including Dell channels. Zenysis reserves the right to request clarifications, negotiate, reject quotations, or adjust quantities subject to technical approval and available funding.
Partial bids that exclude mandatory components or services will not be accepted.

9. Evaluation and Award
Zenysis will assess technical compliance and equivalence, completeness, total landed and commissioned cost, vendor responsibility, delivery time, warranty/support, local service capability and upgradeability. Full scope and cost optimized options will be assessed separately. Local availability and shorter lead times may be advantageous, but do not supersede technical fitness and value for money. Any material change to the NHIC-validated configuration requires NHIC/MoH approval prior to award.
Evaluation will also consider the total projected cost of expanding the proposed compute platform to four and eight GPUs, including any factory installed components, required upgrades, installation costs, and the validity of future expansion pricing.
10. Acceptance Testing and Remedies and Payment
All equipment is subject to delivery inspection, installation, commissioning, and acceptance testing by Zenysis and NHIC.
Acceptance testing will be completed within 14 calendar days following installation and commissioning and will include GPU and memory stress tests, storage health checks, a 25 GbE network throughput test, and a power supply failover test.
Any deficiencies identified during acceptance testing must be remedied by the vendor at no additional cost before acceptance is granted. Following acceptance, defects will be handled under the applicable manufacturer warranty.
Vendors must expressly accept these terms or identify any exceptions.
Payment: Net 30 days following receipt of a valid invoice and inspection and acceptance of the applicable goods/services (including acceptance testing). Proposed phased deliveries must identify acceptance milestones and any payment implications. Vendor exceptions to payment terms must be expressly stated.
