Rwanda Social Security Board (RSSB) was established by the law No.45/2010 of 14/12/2010 that determines its mission, organization and functioning. This institution was established after the merger of Social Security Fund of Rwanda (SSFR) with Rwanda Health Insurance Fund (RAMA). This law has been amandeted and completed by the law n◦ Nº04//2015 of 11/03/2015 that gives RSSB the responsibility to manage Community Based Health Insurance (Mutuelle de santé).
The mandate of the institution is to administer social security in the country. The branches currently managed include; pension, occupational risks, Health insurance and Community Based Health Insurance. The benefits offered under the different branches are; old age, invalidity, survivorship, work injuries and work related diseases and health insurance benefits. 
RSSB as a financial institution is supervised by the National Bank of Rwanda according to the banking law N°55/2007 of 30/11/2007 where as its activities are overseen by the Ministry of Finance and Economic Planning.

INVITATION TO BID (TWO-STAGE TENDERING PROCESS) 

TENDER TITLE: DESIGN AND CONSTRUCTION OF A RAINWATER TANK AT KARONGI PENSION PLAZA 

Tender N°: 000028/NC/NCB/2025/2026/RSSB/OFF 

(a) The Rwanda Social Security Board (RSSB) (hereinafter referred to as the “Client”) intends to apply a portion of its funds to eligible payments under the contract for which this bidding document is issued. 

(b) RSSB hereby invites eligible and qualified bidders to participate in a two-stage tendering process for the Design and Construction of a Rainwater Tank at Karongi Pension Plaza, as detailed in the Statement of Requirements. 

(c) This procurement shall be conducted through a Two-Stage Tendering Process as follows: 

  • Stage One (Technical Proposal Submission): 

Bidders shall submit technical proposals only, demonstrating their methodology, experience, and compliance with the technical requirements.

• Stage Two (Financial Proposal Submission): 

Only bidders who meet the minimum technical evaluation threshold shall be invited to submit their financial proposals in the second stage.

(d) The Tender Document shall be requested and obtained exclusively via email from the Procurement Office through procurement@rssb.rw. Interested bidders may request the Tender Document on working days starting from 22 April 2026, between 9:00 a.m. and 5:00 p.m. For participation, bidders shall pay a non refundable fee of Frw 10,000 to the following account:

(f) Well-prepared technical proposals only, written in English and clearly marked with the Tender Title and Tender Reference Number, shall be submitted in sealed envelopes to the RSSB Procurement Office 15 May 2026 at 10:00 a.m. (local time)

(g) Technical proposals will be opened in the presence of bidders’ representatives who choose to attend on 15 May 2026 at 10:30 a.m. (local time) in the Board Room of RSSB Headquarters, Tower II, 9th Floor. 

(h) RSSB reserves the right to cancel this tender at any stage of the procurement process, in accordance with applicable procurement rules. 

(i) All bids shall be accompanied by a Bid Security issued by a reputable bank or Insurance Company in accordance with the bid security form. The bid Security shall be equivalent to Frw 1,500,000

(j) mandatory site visit shall be conducted on 5 May 2026 at 12:30 p.m. at Karongi Pension Plaza. 

(k) This procurement shall be conducted in accordance with the RSSB Procurement Rules

(l) The successful bidder shall be selected under the Quality Cost Based Selection (QCBS) method. 

Note that: After notification of the evaluation result, bidders may lodge their appeal offline if any, to RSSB as the procuring entity at the first level and to RSSB Independent Review Panel at the second level. For appeals lodged at the second level, where the tender value exceeds Twenty Million Rwandan Francs (Frw 20,000,000), an appeal fee of One Hundred Thousand Rwandan Francs (Frw 100,000) shall be payable. This fee is non-refundable.
