Tender Notice for Hiring a Consulting Firm to Develop a Tourism Project for GAMICO Ltd
- Background
GAMICO Ltd is a mining company currently operating Bashyamba Mine located in Kigali City, Nyarugenge District, Kigali Sector, Ruliba Cell. Part of the Mine covers Mount Kigali with natural tourist attractions which include rich biodiversity, attractive geology, appealing topography and a scenic view.
Besides being among the largest producer of tin ore in the region, GAMICO aims at becoming an exemplary mining company in promoting environmental-friendly mining and nature conservation, at the same time raising the awareness of Rwandans and foreigners about mining operations, hence balancing industrial output with public education.
It is within the same framework that GAMICO Ltd wishes to hire a consulting firm to develop a tourism project at Bashyamba Mine as a potential tourist attraction.
- Objectives
This consultancy aims at mapping tourist attractions within Bashyamba mine and its surroundings, proposing tourism products, making a feasibility study, designing a model tourism project and advising GAMICO Ltd on steps to run a tourism project alongside mining activities. This will also enable the Company to meet commitments made while entering into a mining agreement with the Rwanda Mines, Petroleum and Gas Board (RMB), on the 01st of September 2023, where GAMICO’s part of minimum work and investments include “developing, building and installing facilities in and around the mine which may be used for tourism activities such as mining tourism, eco-tourism in mining areas and mine tourism”.
- Scope of work
In developing the tourism project, the following must be taken into consideration:
- Mapping tourist attractions for both domestic and inbound tourism: systematically finding out and recording the fauna and flora at Bashyamba mine and its surroundings, the mountainous location of the mine – giving nice view to Kigali, Nyabarongo River and other provinces, as well as serving as an opportunity for recreational and sports activities, leisure seekers and holiday makers.
- Feasibility study: evaluating whether the tourism project is viable by analyzing market demand, financial returns, and operational requirements, in order to help GAMICO to avoid financial loss by assessing key components before investing capital.
- Proposing Tourism Products: identifying and recommending viable visitor experiences, activities, services, and facilities that can be developed at Bashyamba Mine, such as guided mine tours, eco-tourism activities, hiking trails, scenic viewpoints, geology interpretation, cultural/community experiences, and visitor support facilities.
Key components of the feasibility study will include:
- Market Analysis:
- Evaluating target visitor demographics and travel trends.
- Analyzing existing local competition and market gaps.
- Estimating potential market share and seasonal demand.
- Technical and Operational Feasibility:
- Assessing site location, accessibility, and local transport networks.
- Reviewing availability of utilities, infrastructure, and skilled labor.
- Defining the organizational structure and daily management needs.
- Financial Projections:
- Calculating needed total capital investment (CapEx) and operating costs (OpEx).
- Projecting revenues, cash flow, and return on investment (ROI).
- Analyzing break-even points and financial risk scenarios.
- Environmental and Legal Compliance:
- Identifying required permits, zoning laws, and operating licenses.
- Evaluating ecological footprints and local environmental impact regulations.
- Incorporating required sustainable and eco-friendly practices.
- Designing a model tourism project
Based on recommendations from the feasibility study, the Consulting firm will propose a model tourism project. This will involve:
- Design phases:
- Evaluation of the local natural, cultural, and socioeconomic assets alongside market demand and carrying capacity.
- Establishing zoning, spatial circulation, architectural aesthetics, and eco-friendly protocols.
- Architectural design of recommended tourism products (examples: active mine tour, hiking, eco-lodge, recreational and sports facilities, etc.) and its conceptual framework.
- Long-term strategic plan, CAPEX and OPEX estimations and, implementation roadmap.
- Design pillars:
- The 5 A’s Framework: Guarantee structured provisions for Attractions, Access, Accommodation, Amenities, and Activities.
- Local Empowerment: Prioritize training, job creation, and leadership roles for local residents, women, and youth.
- Monitoring and Adaptation: Apply long-term indicators to track visitor volume, environmental impact, and community feedback.
- Compliance risks and their mitigations.

- Eligibility Requirements
4.1. The tendering firm must be legally registered in Rwanda.
4.2. Demonstrate expertise and experience in performing similar tasks.
4.3. Have a multidisciplinary team with expertise in nature conservation, hospitality and tourism development, geo-tourism, landscape architecture, finance, marketing, and environmental, mining and tourism law.

5.2. Financial Proposal:
The financial offer should indicate the all-inclusive total contract price, supported by a breakdown of all costs per deliverable.
5.3. Other pre-requisite to the offer submission:
GAMICO Ltd will only consider an offer from a firm which shall have conducted a field visit at Bashyamba mine. The mine tour will be starting from 09:00 a.m., every day between 17th and 19th August 2026.
5.4. Submission deadline and procedure:
Both the technical offer and financial offer shall be submitted together in one email, latest 31st August 2026, 5 pm; and channeled to info@gamico.rw.
