- Brief description of DUHAMIC-ADRI

- Background of Pig Value Chain Project
Today DUHAMIC-ADRI is implementing the Pig Value Chain Project under the World Vision Rwanda THRIVE 2030 Program. The PVC project is being implemented in different districts of Rwanda including Gakenke, Rulindo, Burera and Gicumbi from the Northern province, Gisagara and Huye from the Southern province, Karongi, Rutsiro, Ngororero, Nyamasheke and Rusizi district from the Western province and Gatsibo, Kayonza and Nyagatare from Eastern province.
- Objective of this tender
The objective of this tender is to procure and deliver cold-chain and meat processing equipment to strengthen meat handling, processing, and distribution capacity. The procurement aims to improve product quality, ensure hygienic processing practices, support compliance with applicable standards, and enhance the efficiency of meat distribution operations through the provision of appropriate equipment.
Specific Objectives:
- Procure and deliver ten (10) refrigerators (508L capacity) for deployment at designated meat distribution points.
- Procure and deliver four (4) bone saw machines (JARVIS JG-210G) to strengthen carcass-processing capacity.
- Procure and deliver four (4) stainless-steel tables (200 cm x 90 cm) to support hygienic meat handling and processing.
- Hand over all equipment for installation and day-to-day operational use, with joint verification by DUHAMIC-ADRI.
- Scope of work
The scope of work includes the procurement, delivery, inspection, and handover of cold-chain and meat processing equipment required to support meat handling, processing, and distribution operations. The selected bidder shall supply and deliver the required equipment in accordance with the technical specifications and quantities provided in the Bill of Quantities (BoQ).
The scope shall include the supply and delivery of ten (10) refrigerators (508L capacity), four (4) bone saw machines (JARVIS JG-210G), and four (4) stainless-steel tables (200 cm x 90 cm). The bidder shall ensure that all supplied equipment is new, of good quality, compliant with the required specifications, and delivered in good working condition.

6.Delivery Location
The above-mentioned quantities shall be delivered to DUHAMIC-ADRI head office located in Kicukiro District, Niboye Sector.
7.Timeline
The supply of tomatoes and fresh beans seedsshall be completed within 10 working days from the date of contract signature or receipt of the Purchase Order.
- Required Documents for Submission
- Certificate of registration Issued by RDB
- A valid RSSB clearance certificate.
- A valid Tax Clearance Certificate issued by RRA.
- Proof of use of the Electronic Billing Machine (EBM) (An invoice submitted in the past or EBM usage certificate).
- 2 certificates of good completion with their related purchase order or contracts for the supply of similar goods (Butchery equipment’s and related equipment’s). (A certificate without a related purchase order or contract will be rejected).
- Commitment letter to deliver within 5 working days starting from the day of contract signing/receiving purchase order.
- Financial proposal taxes inclusive.
All the above documents are mandatory; failure to submit any of them will result in automatic disqualification.
- Bid submission
The bid documents shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office located at Kicukiro /Niboye no later than August 11, 2026, at 11:00AM (only hard copies will be accepted).
Note:
- Before the award of the contract, the potential successful bidder will be subject to a verification visit to confirm that the proposed items comply with the required specifications. DUHAMIC-ADRI reserves the right to reject the bidder and award the contract to the second-ranked bidder if the items presented do not meet the specified requirements.
- The bidder shall provide a warranty for the animal feed pellet machine and the weighing scales.
- Bidders who are blacklisted by RPPA are not eligible to participate in this tender. DUHAMIC-ADRI reserves the right to reject such bids.
- Prior to contracting, DUHAMIC-ADRI may conduct a vetting process to the successful bidders to ensure compliance with anti-terrorism and other regulatory requirements.
- DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder. The same applies to administrative documents such as Tax Clearance and RSSB clearance.
- Women-, youth-, and persons-with-disabilities–led companies that meet the required conditions and qualifications are encouraged to apply.
- The financial proposal (quotation) must include all applicable taxes.
- Safeguarding clause
Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.
DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviors. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

The successful bidder shall comply with all applicable data protection and privacy laws in force in the Republic of Rwanda, including Law No. 058/2021 relating to the protection of personal data and privacy. Any personal data, confidential information, or organizational records accessed during contract execution shall be used solely for the purposes of performing the contract, kept strictly confidential, and protected against unauthorized access, disclosure, loss, or misuse. Such data shall not be shared with third parties without prior written authorization from DUHAMIC-ADRI, and any actual or suspected data breach shall be reported immediately.
