TERMS OF REFERENCE (ToR): TENDER FOR THE SUPPLY AND DELIVERY OF EIGHT (8) LAPTOP COMPUTERS AND ONE PRINTER MACHINE
1. PROCUREMENT REQUIREMENT
Rwanda Women's Network (RWN) intends to procure Eight (8) laptop computers and 1 printer to support its administrative, financial, technical, and program implementation activities.
The required laptops are divided into three categories:
- Lot 1: Two (2) HP Pavilion x360 laptops.
- Lot 2: Four (4) HP ProBook 440 G11 laptops.
- Lot 3: Two (2) HP OmniBook X Flip 360 laptops.
- Lot 4: One CANON Printer MF 752 Cdw II i-SENSYS
Suppliers are invited to submit competitive quotations for the supply and delivery of the required laptops in accordance with the technical specifications below

4. FINANCIAL PROPOSAL
The quotation must clearly indicate the unit price, total price per lot, applicable taxes, and grand total for the proposed supply.
5. DELIVERY REQUIREMENTS
- The successful supplier shall deliver all Eight (8) laptops and 1 printer to the Rwanda Women's Network Head Office in Kigali, Rwanda, within 3 working days upon signing the contract.
- All laptops and the printer must be supplied in their original packaging, together with their standard accessories, chargers, warranty documents, and relevant product documentation.
7. Submission Requirements
Applicants shall submit:
- Company profile and relevant experience in delivery of laptops and printers.
- Detailed financial proposal.
- EBM Certificate.
- Tax Clearance Certificate
- RDB Company Domestic Registration Certificate
8. Evaluation Criteria
Proposals will be evaluated based on:
- RWN shall evaluate bids in accordance with its Procurement Procedure Manual and the method specified in the tender documents.
- The evaluation shall consider:
- Compliance with the mandatory administrative and eligibility requirements.
- Compliance with the technical specifications for each lot.
- Authenticity and condition of the proposed equipment.
- Warranty and after-sales support.
- Delivery arrangements and delivery period.
- Evaluated financial offer and value for money
9. Submission Deadline
Interested applicants are requested to submit their proposals no later than 13th November 2026 by 17:00pm.

10. INSPECTION AND ACCEPTANCE
Upon delivery, RWN shall verify the quantities, exact models, processor specifications, memory, storage capacity, screen size, touchscreen functionality where required, and warranty documentation.
Any laptop or printer that does not conform to the approved specifications or contractual requirements may be rejected and shall be replaced in accordance with the agreed contract terms.
