INVITATION TO BID
Supply and Delivery of Sewing Materials, Fabrics and Related Items for the Sewing Training Centre

1. Background
The Rwanda Climate Change and Development Network (RCCDN) is a national civil society network working on climate change, environment and sustainable development. RCCDN is implementing a project aimed at empowering women and teen mothers in vulnerable situations in Bugesera District by equipping them with knowledge and skills in the production of reusable sanitary pads, school uniforms and school bags.
As part of strengthening the sustainability of this initiative, RCCDN intends to equip a sewing training centre with the necessary materials and inputs. RCCDN therefore invites sealed bids from eligible and qualified suppliers for the supply and delivery of sewing materials, fabrics and related items as detailed below.
2. Scope of the Tender / Description of Goods
The successful bidder shall supply and deliver the following items to the designated location in Bugesera District (or as otherwise directed by RCCDN):
3. Eligibility Criteria
Interested bidders must meet the following minimum requirements:
- Be a legally registered company, cooperative or business entity in Rwanda (valid RDB registration certificate).
- Possess a valid Tax Clearance Certificate and VAT registration (where applicable) issued by the Rwanda Revenue Authority (RRA).
- Demonstrate relevant experience in the supply of fabrics, sewing materials or related textile products (at least two similar contracts or supply references preferred).
- Have the capacity to supply the required quantities within the stipulated delivery period.
4. Submission of Bids
Bids must be submitted in sealed envelopes at RCCDN office clearly marked:

5. Evaluation Criteria (Summary)
Bids will be evaluated on the basis of:
- Administrative compliance (registration, tax clearance, completeness of documents);
- Technical compliance with the required specifications and quality of materials;
- Relevant experience and delivery capacity;
- Price competitiveness (financial evaluation of responsive bids).
