I. Introduction

GiveDirectly is a nonprofit organization that enables donors to send money directly to people living in extreme poverty, with no strings attached. Over the past decade, GiveDirectly has delivered over $624 million to more than 1.48 million people across eleven countries, including Rwanda. In partnership with the Government of Rwanda (GoR), through the Ministry of Local Government (MINALOC), we are currently making large payments to households with the goal of creating a lasting impact on people living in extreme poverty.

In order for GiveDirectly to carry out its work, it’s under taking a supplier pre-qualification exercise for the selection of potential phone supplier of a basic but quality feature Phones. 

The purpose of the exercise is to promote supplier partnership and to improve on the quality of products and services whilst achieving the most competitive prices.

II. General Conditions for Prequalification

1. Evaluation criteria: The main criteria for admission to the Prequalification are as follows:

  1. Certificate of Registration/Incorporation
  2. Company profile and physical address
  3. RRA Tax clearance 
  4. The bidder must submit evidence of conducting to completion at least 2 similar contacts in reputable organization (s) within Rwanda, all evidence should be a copy of one of the following;
    • Letter of notification of award
    • Certificate of completion of the contract.
  5. Agree to a payment validity of 30 days after issue of invoice.
  6. Cost of items should be stated in RWF only and inclusive of all taxes. 
  7. Offer Guarantees and warranties and ability of replacing damaged phones within the same month of delivery to the purchaser.

2. Prequalification Basis:

  • No subcontract is acceptable
  • All requested documents must be submitted
  • Compliance with technical specifications is key

3. Scope of Works: The scope of works concerns all works related to purchase, delivery and provision of service (where applicable) 

4. Performance Standards: The supplies and/or services must be undertaken in accordance with all relevant rules, regulations and statutes currently in force in Rwanda.

 5. Selection of Vendor: Selection of the successful applicant will be based on the ranking according to the admission criteria and technical criteria, in addition to price offer, price validity period, payment terms, as well as any other criteria. 

6. Notification of Tender Award: The bidder whose proposal attains the highest score, in accordance with the evaluation criteria in the present request for proposals shall be selected for award, subject to satisfactory conclusion of negotiations if deemed necessary. The procuring entity shall notify the successful bidder of its selection results and at the same time inform other unsuccessful bidders of the decision. In the absence of a challenge by any other bidders within seven (1) day of the notice, the contract shall be signed by both parties.
