1. The Government of the Republic of Rwanda (GoR) has received financing from the World Bank toward the cost of the Commercialization and De-risking for Agricultural Transformation Project (CDAT) which Development Bank of Rwanda (BRD is implementing the Project on the behalf of the GoR. BRD intends to apply part of the proceeds toward payments under the contract for the supply of three (3) interactive smart screens.
2. The Development Bank of Rwanda (BRD) Plc now invites sealed Bids from eligible Bidders for the supply of three (3) interactive smart screen at BRD Head office.
3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulation for IPF borrowers, seventh Edition, September 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. 
5. Interested eligible bidders may be obtained further information procurement@brd.rw and inspect the bidding document starting from 14th October 2026 during office hours (8:30 am to 6:00 pm, Local time) at BRD headquarters – Kigali City, Nyarugenge District, Nyarugenge Sector, Kiyovu Cell, KN34st, No17 upon presentation of proof of payment of a non-refundable fee of Twenty Thousand Rwandan Francs (20,000 Frw) deposited on the account Nº 4414310784 of BRD opened in BPR Bank Rwanda Plc

7. Bids must be delivered to the BRD headquarters – Kigali City, Nyarugenge District, Nyarugenge Sector, Kiyovu Cell, KN34st, No17 on or before on 29th October 2026 not later than 10:00am Kigali time. Both Electronic Bidding and physical bidding are mandatory. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL and FINNACIAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the BRD on 2nd Floor, on 29th th October 2026 at 10:30 am Kigali time (GMT +2).Soft copies well protected with password should be submitted on the following email procurement@brd.rw, brd@brd.rw
8. All Bids must be accompanied by a Bid Security of 2% for financial proposal issued by a reputable financial institution registered in Rwanda.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
