1. INTRODUCTION

Sustainable Growers is a non-governmental organization (NGO) that specializes in innovative coffee cultivation training techniques for smallholder women coffee farmers, with the goal of increasing their visibility in the coffee supply chain. Bloomberg Philanthropies has supported Sustainable Growers since its inception. This partnership along with the commitment of the governments of Rwanda, the Democratic Republic of Congo, and Tanzania has transformed the lives of 77,232 women farmers, creating a secondary impact on 341,818 family members. 

In this context, Sustainable Growers is seeking qualified service providers to supply a digital Team Savings and Lending (TSL) management system, commonly referred to as a Village Savings and Loan Association (VSLA) system. 

1.1.Background and Rationale 

Sustainable Growers Rwanda continues to strengthen the financial literacy and economic resilience of women coffee farmers through the Team Saving and Lending (TSL) and Agrifund approach, among others. TSLs have proven to be an effective mechanism for improving women’s access to financial resources, enabling them to invest in household needs, agricultural inputs, and other income-generating activities. 

SGR is supporting the formation of 830 new TSLs, including 553 teams in Rwanda, 168 teams in the Democratic Republic of Congo, and 109 teams in Tanzania. 

In this context, Sustainable Growers Rwanda is seeking a qualified fintech company to provide and operationalize a contextually relevant digital TSL Management System that enhances the management of savings and lending activities among teams and members. 

1.2.Goal

The objective of this assignment is to provide an integrated, high-performing mobile and web application that digitizes the end-to-end TSL process, delivered by a qualified and experienced 

digital service provider. The process will include ensuring the seamless onboarding of 830 TSLs onto the mobile and web application and enabling teams to conduct their transactions digitally. 

In collaboration with Sustainable Growers Rwanda, the service provider will first work to understand the dynamics of TSL operations. Based on this understanding, they will customize and deploy a high-performing mobile and web application that responds to the contextual needs of the teams. 

The service provider will also play a key role in guiding TSLs throughout the change management process, ensuring effective onboarding, adoption, and use of the new mobile and web application. 

1.3. Specific objectives

To accomplish the main objective of this assignment, there are specific objectives:

i. Customize a user-friendly TSL mobile and web application that responds to TSL digitalization needs, including the onboarding of 830 TSLs, digitization of VSLA ledgers, and a marketplace to facilitate financial linkages and other related services.

ii.Develop or adapt a user-friendly TSL digitalization platform/application that responds to TSL digitalization needs including digitizing the VSLAs’ ledger, marketplace to facilitate financial linkage and other services.

iii.Develop a clear detailed Implementation Plan outlining specific steps, activities, and timelines essential for executing the TSL digitalization end to end process. Ensure alignment with Sustainable Growers's organizational mission, strategic priorities, and adaptability to potential challenges.

iv. Develop a comprehensive Stakeholder Engagement Plan with communication strategies, feedback mechanisms, and methods for inclusivity throughout the digitalization process.v. Pilot the platform to ensure a seamless integration in digital application that considers TSL operations, recognizing and accommodating the unique needs of Sustainable Growers supported groups.

v.Capture all records from each TSL from the beginning of the current cycle, to ensure that by the end of the operation cycle of each TSL all their records will be included into the system.vii. Provide training to SGR staff members on the use of the application and on the specific roles of each person.

vi. Managing user and access administration on behalf of SGR, while granting SGR with equivalent access to parform the same functions.

vii. Provide ongoing support to SGR throuhgout the life cycle of the contract to ensure seamless operations.

1.4.Expected impact for women coffee farmers

1.5. Scope of Work: 

The service provider shall deliver the TSL Digital Platform as two integrated components sharing a single backend and database: 

Mobile Application (Android) A native Android mobile application designed for use by TSL group leaders (President, Treasurer, Secretary) during and between meetings. The application must: 

  • Support Android version 8.0 (Oreo) and above 
  • Function fully offline during meetings, with automatic background sync to the server when internet connectivity is restored 
  • Require no more than 50MB of storage on the device 
  • Operate on entry-level Android smartphones with a minimum of 1GB RAM • Support Kinyarwanda, English and Swahili as selectable interface languages • Use icon-driven navigation with minimal text input, designed for users with low digital literacy 
  • Be distributed via a direct APK download link managed by SGR.

Web Application (Browser-Based) A full web application accessible via any modern browser (Chrome and Firefox minimum) on desktop and laptop computers, designed for use by SGR staff. The web application must provide complete functionality for group management, member management, financial oversight, reporting, and data administration. It is not an admin panel; it is a fully featured interface equivalent in data access to the mobile application. It must: 

  • Require no software installation 
  • Support the same five user roles defined in Section 2, with role-based access enforced consistently across both mobile and web 
  • Reflect real-time data. Any transaction entered on mobile and synced must appear on the web interface immediately 

1.5.1. Core Functional Modules 

The platform must include the following modules, operational on both mobile and web unless otherwise specified: 

a) Group Management Module 

  • Create and configure TSL group profiles including all parameters defined in Section 2.2
  • Lock group configuration once a saving cycle begins 
  • Automatic cycle countdown and end-of-cycle trigger 
  • Support multiple concurrent active groups per Regional Coordinator view

b) Member Management Module 

  • Member registration with mandatory fields: full name, national ID or equivalent, phone number, gender, district, cooperative, and Team 
  • Digital passbook per member showing full contribution and loan history
  • Member phone number validated at registration as it is the primary notification address
  • Ability to deactivate a member without deleting their historical records

c) Savings and Share Management Module 

  • Weekly, bi-weekly, or monthly share purchase entry during meetings 
  • Real-time calculation of individual and group share totals 
  • Agrifund contribution tracking per member 
  • Social fund contribution tracking per member
  • Fines from members 
  • Historical contribution view per member and per group 

d) Loan Management Module 

  • Loan request initiation by group leader on behalf of member 
  • Group approval vote recording 
  • Automatic enforcement of loan eligibility rules (maximum 3x savings, no active unpaid loan) 
  • Auto-generated repayment schedule at disbursement 
  • Repayment recording with interest calculation 
  • Overdue loan flagging with Portfolio at Risk (PAR) calculation visible to group leaders and SGR dashboard 

e) Meeting Management Module 

  • Attendance recording 
  • Sequential transaction entry for all meeting activities (savings, loan repayments, Agrifund, social fund, new loan approvals) 
  • Transaction lock once meeting is closed. No edits permitted post-closure without dual approval 
  • Auto-generated meeting summary upon closure, available as a printable PDF from the web application 

f) Share-Out Automation Module 

  • Automatic end-of-cycle share-out calculation using the formula defined in Section 2
  • Individual member payout breakdown 
  • Leader verification screen before share-out is confirmed 
  • Printable share-out report available from web application 
  • SMS notification to each member with their individual payout amount

g) Member Notification Module (SMS) 

  • The financial proposal must clearly include SMS costs. 
  • The service provider must specify the SMS gateway used per country (Rwanda, Tanzania, DRC) in their technical proposal 
  • Notifications delivered in the member's group language (Kinyarwanda, Kiswahili for Tanzania and Kiswahili of DRC) 
  • SMS notifications to members triggered automatically for each of the following events: share purchase recorded, loan approved and disbursed, loan repayment recorded, overdue loan alert, end-of-meeting account summary, and share-out payout amount 

h) SGR Reporting and Dashboard Module (Web Application) 

  • Real-time performance dashboard accessible to Head of Programs, MEAL Manager, and Regional Coordinators according to their role permissions 
  • Dashboard metrics as defined in Section 2 including active groups, total savings mobilized, total loans disbursed, Agrifund collected and withdrawn, interest earned, default rate, average savings per woman, and percentage of members linked to coffee income
  • Data filterable by district, cooperative, team, and cycle year 
  • Data export in CSV and Excel formats covering all group, member, and transaction records
  • Export files must be complete and reconcilable. Totals in export must match dashboard totals 

1.5.2. Data Entry and Verification

Since existing TSL records are currently held on paper, the service provider shall:

  • Develop a structured data entry template (Excel or CSV) for field agents to transcribe paper records into a format ready for bulk import 
  • Build a bulk import tool within the web application allowing SGR IT Manager to load historical records group by group 
  • Implement a verification workflow requiring a second authorized user to confirm that imported member balances match the source paper ledger before the group is activated on the platform 
  • Provide a data entry guide in simple language for field agents conducting the transcription
  • Historical data entry covers at minimum: member names, phone numbers, current share count, current loan balance, and current Agrifund and social fund balances per group. Full transaction history import is optional and to be scoped by the vendor in their technical proposal with separate pricing 

1.5.3. Multi-Country Requirements 

The platform must be operational across Rwanda, Tanzania, and the Democratic Republic of Congo. The service provider must demonstrate in their technical proposal how they will address:

  • Language support: English for SGR users, Kinyarwanda for teams in Rwanda, Kiswahili for teams in Tanzania and DRC. All three languages must be active at platform launch
  • SMS gateway coverage: a functional SMS provider in each of the three countries
  • Data protection compliance: Rwanda Law No. 058/2021, Tanzania Personal Data Protection Act 2022, and applicable DRC regulations 
  • Currency display: Rwandan Franc (RWF), Tanzanian Shilling (TZS), and Congolese Franc (CDF). Each group must be configured to its operating currency 

1.5.4. Hosting and Infrastructure 

The service provider must include in their technical proposal: 

  • Hosting environment (cloud provider, region, and whether data is hosted within or outside Rwanda) 
  • Guaranteed uptime SLA of minimum 99.5% during business hours 
  • Automatic daily backup with a recovery point objective of no more than 24 hours
  • A clear post-contract hosting arrangement specifying who bears hosting costs after the project period and under what terms 
  • The platform architecture must allow SGR to migrate to a different hosting provider or vendor without data loss. Vendor lock-in through proprietary data formats is not acceptable 

1.5.5. Security Requirements 

  • PIN-based authentication for mobile application users 
  • Role-based access control enforced at the server level, not only at the interface level
  • Dual approval required for share-out confirmation and any post-meeting transaction correction 
  • Full audit trail for all transactions and edits, viewable by SGR IT Manager from the web application 
  • Automatic daily backup 
  • Data encrypted in transit (TLS) and at rest
  • No TSL member or group data to be shared with or accessible by third parties without

1.5.6. Timeline: 

This assignment is expected to be conducted in a period between 6 -12 months. Depending on the outcome of the pilot phase, there is a possibility of extension to cover more TSLs.

1.6.Deliverables: 

The selected service provider/company is expected to deliver the following comprehensive and meticulously crafted outputs:

1.6.1. Implementation Plan:

Inception report: Craft a meticulously detailed Implementation Plan that aligns with Sustainable Growers's organizational mission and strategic priorities, considering the unique contextual factors of each TSL. The plan should articulate the specific steps, activities, and timelines crucial for the successful execution of the TSL digitalization initiative. Emphasize the importance of adaptability and scalability to accommodate potential challenges and changes in the project environment.

Onboarding to the New Platform:

  • Develop a comprehensive strategy to the new platform, ensuring a smooth shift with minimal operational disruptions.
  • This strategy should encompass critical aspects such as data migration, user training, and a phase of parallel operation of both systems for a seamless Effectiveness.Pilot Testing:
  • Implement pilot testing with selected (TSLs Number) TSLs to rigorously evaluate the onboarding process.
  • Use the feedback from these tests to refine the approach, ensuring it meets the needs and expectations of the TSLs before broader implementation.

1.6.2. TSL Digitalization Application:

Fully Developed Application: The service provider/company will deliver a fully developed, rigorously tested TSL Digitalization Application. This application will embody cutting-edge technology and features, ensuring a user-friendly and efficient experience for both administrators and end-users. It will be equipped with comprehensive functionalities supporting all aspects of TSL management.

User Testing and Feedback: Prior to final implementation, extensive user testing will be conducted to ensure the usability and effectiveness of the digital application. Feedback from TSL members and stakeholders will be incorporated to refine and optimize the application for seamless integration into TSL operations.

Sustainability Plan: To ensure the enduring success and scalability of the digitalization initiative for TSLs, a comprehensive sustainability plan will be meticulously developed. This plan will strategically focus on several core areas:

Ongoing Maintenance and Updates: We will establish a framework for regular maintenance and updates of the digital application, ensuring its relevance and efficiency in line with evolving technological advancements and TSL needs.

Data Access and Management: The plan will include protocols for minimal yet effective data access to Sustainable Growers, aligning with our commitment to data privacy and security. This approach ensures that Sustainable Growers can monitor and evaluate the impact of the digitalization initiative while respecting the privacy of TSL members.

Long-Term Support: Beyond the initial phase of implementation, the plan will emphasize continuous support for the digital application. This includes technical assistance, user training, and capacity building to ensure that TSLs can fully leverage the platform for their empowerment and financial inclusion.

Empowerment and Financial Inclusion: At the core of this sustainability plan is the goal of continuously enhancing the platform's effectiveness in empowering TSLs. By ensuring the platform remains user-friendly, accessible, and efficient, we aim to foster greater financial inclusion among TSL members.

2. TECHNICAL SPECIFICATIONS OF THE REQUIRED TLS SYSTEM

2.1. Project Name: TSLand Agrifund-Digital Platform (TSL-DP) 

2.2.System design based on TSL and Agrifund structure 

The system mirrors the traditional TSL cycle, not replacing it but digitizing it. TSL Operational Flow (Digitized)

  • Loan term pre-set (e.g., 4-12 weeks) 
  • Interest rate fixed per cycle

3. GENERAL QUALIFICATIONS AND REQUIRED DOCUMENTS

1.The bidder shall send the following documents: 

  • A technical proposal, with a clear timeframe and a description of the items.
  • A financial offer (VAT inclusive) detailing the various costs associated with the delivery of the above services (inc;uding transport to cooperatives), in PDF format and must be a separate document from the technical offer.
  • Evidence of the company’s experience in doing similar assignments: Submit at least 3 reference certificates of good completion with their contacts and addresses of three different companies/ organisations.
  • Bank account information including the scanned copy of blank check or document from the bank confirming bank account information (name, account number, swift code, …) ● Company profile;

2.The following administrative documents should also be provided along with the requirements above mentioned: 

  • Copy of certificate of incorporation from RDB indicating company shareholders
  • Valid tax clearance certificate from Rwanda Revenue Authority [RRA] 
  • Valid Social Security clearance certificate from RSSB 
  • Must have an experience of not less than five years, at least (3) original or notarized references required 
  • A confirmation that the bidder has Electronic Billing Machine [EBM] 
  • A summary of the company profile and any standard certifications 
  • Ensure compliance with health, safety, and sanitation standards, as well as any local regulations related to hospitality services 

3.Other Requirements:

  • Detailed breakdown of prices must be provided in Rwandan Francs (RWF) and must include all taxes and costs related to delivery to SGR beneficary cooperratives in the above mentioned districts.
  • Prices shall not change for the duration of the contract.
  • Mobile Money & Financial Integration: Clearly require integration with mobile money and financial institutions for real transactionsUser Adoption KPIs, Include measurable targets such as active usage rates and level of digital transactions.
  • Phased Implementation Approach: Structure the rollout into clear phases (design, pilot, validation, scale-up).
  • Field Support Model: Define expectations for on-ground support (agents, training, continuous assistance).
  • Data Protection & Compliance: Require alignment with data protection regulations and clear data handling practices.
  • Multi-country Capability: Ensure requirements reflect implementation across Rwanda, DRC, and Tanzania (including language and context adaptability).
  • Sustainability Model: Request a clear approach for long-term maintenance and scalability beyond the project phase.
  • Stronger Evaluation Criteria: Place more weight on proven experience in TSL digitalization and similar projects.
  • User Training & Adoption Strategy: Require a clear plan for onboarding and supporting users with varying digital literacy levels.
  • Expansion of Digital Financial Services: Encourage inclusion of additional services such as financial linkages and credit-related features.

4. STANDARD PROVISIONS

4.1.Guidelines, policies and ethics

All bidders must commit to the guidelines in the SGR Procurement Procedures Manual. The procedures followed by Sustainable Growers Rwanda in making any award and contract resulting from this tender, will be in accordance with the:

o SGR Procurement Manual

o SGR Anti-terrorism and Anti-money laundering Policy

o SGR Anti-fraud, bribery and corruption Policy

4.2. Conflict of Interest and Disqualification Provisions

Bidders shall not have a conflict of interest, such as submission of more than one bid in the same process, except as alternative offers permitted under the rules; association with a staff member involved in the awarding of the bids and also a bidder must disclose any relation with a staff member. 

Sustainable Growers Rwanda encourages all bidders to conduct themselves with integrity.

Sustainable Growers Rwanda will automatically disqualify the bidder that attempts to:

o Change or omit any information related to this RFQ

o Inappropriately influence this Procurement Process; 

o Enter into an arrangement with any other party that such party shall refrain from submitting a tender response; 

o Enter into any arrangement with any other party (other than another party that forms part of your consortium bid or is your proposed sub-contractor) as to the prices submitted o Engage in direct or indirect bribery, corruption or canvassing by you or your appointed advisers in relation to this Procurement Process 

o Obtain information from any of the employees, agents or advisors of the Sustainable Growers Rwanda concerning this Procurement Process (other than as set out in these RFQ Conditions) or from another potential supplier or another tender response, 

Additionally, Sustainable Growers Rwanda will automatically disqualify the bidder that: o Are currently blacklisted by the Rwanda Public Procurement Authority or Sustainable Growers Rwanda itself

o Have received corruption-related convictons in Rwanda or elsewhere

o Have unresolved disputes with previous service contracts

o Are in bankruptcy proceedings

o Are excluded under applicable regional or international conventions 

o Is received after the submission deadline 

o Contains omissions, gaps, misrepresentations, errors and/or uncompleted sections o Contains handwritten amendments with no initial of the authorized signatory o Contains ambiguous information that might mislead the tender evaluators o Is not submitted in a manner consistent with the provisions set out in this RFQ 

4.3. Evaluation Criteria and award 

The agreement will be signed between Sustainable Growers Rwanda and the bidder whose offer follows the RFQ instructions, meets eligibility requirements, and receives the highest score out of 

a determined set of weighted technical and financial criteria. If required, the bidder will also present the samples of tools for evaluating that are complying with specification required. 

The best bidder will be chosen through a quality acost-based selection method in accordance with SGR procedures. Sustainable Growers may conduct negotiations with and/or request clarifications from any offer prior to award. 

Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. It is anticipated that award will be made solely on the basis of the original proposals.

4.4. Withdrawal 

Sustainable Growers Rwanda reserves the right to withdraw this tender at any time and without notice and liability. Sustainable Growers Rwanda, reserves the right to accept or reject any quotation without being obliged to give any reasons in this respect. 

4.5. Tender costs

You are responsible for obtaining all information necessary for preparation of your tender response and for all costs and expenses incurred in preparation of the tender response. Sustainable Growers Rwanda will not be responsible of any cost you incurred during the preparation of this procurement, irrespective of whether or not your tender response is successful.

4.6. Confidentiality and Information Governance 

All documents related to this RFQ shall remain the property of Sustainable Growers Rwanda. Sustainable Growers Rwanda reserves the right to disclose all documents relating to this Procurement Process, including without limitation your tender response, to any employee, third party agent, adviser, or other third party involved in the procurement in support of, and/or in collaboration with Sustainable Growers. 

4.7. Notification of tender award

In accordance with the evaluation criteria in this RFQ, all bidders shall receive formal notification of bidding outcomes. Successful bidders shall receive detailed award documentation. 

4.8. RFQ Validity period 

The bid validity period shall be 60 days. 

5. GUIDELINE FOR BID SUBMISSION 

Interested and qualified companies must submit their bid documents electronically via: recruitment@sustainablegrowers.org

not later than 06th May, 2026 at 5:00 PM (17h00) local time. Late bids will be automatically rejected. 

Questions regarding the technical or administrative requirements of this RFQ may be submitted by email to: recruitment@sustainablegrowers.org by 4th May 2026, 05:00pm. Only the written answers issued by Sustainable Growers Rwanda will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from 

employees of Sustainable Growers Rwanda or any other entity should not be considered as an official response to any questions regarding this RFQ. 

Sustainable Growers Rwanda may at any time request further information from potential suppliers to verify or clarify any aspects of their tender response or other information they may have provided. In case you do not provide supplementary information or clarifications to Sustainable Growers Rwanda by any deadline notified to you, your tender response may be rejected in full and you may be disqualified from this Procurement Process.
