Its mission is to serve as a voice of member organizations to advocate for disability rights, inclusion of all aspects of life and their full and effective engagement in sustainable development programs. BACKGROUND OF WE CAN WORK PROGRAM
Light for the World with funding from MasterCard Foundation will implement an 8-year project dubbed We Can Work Programme, a regional signature disability program that uses a system and mind-set change approach to impact the lives of at least 1,000,000 young women and men with disabilities and enables them to access dignified and fulfilling work. The program works with umbrella Organizations of Persons with Disabilities including Umbrella of OPDs in Rwanda, National Union of Disability Organizations in Rwanda (NUDOR) and Entrepreneurship Hubs in Rwanda, Kenya, Ethiopia, Uganda, Senegal, Ghana and Nigeria.
Under we can work programme, the targeted participants are young women and men with disabilities who will benefit from We Can Work, mainly fall within the 18-35 years range, they will work with different partners like Enterprise Support Organizations (ESOs), Local government departments, Organizations of persons with disabilities, including organizations of women with disabilities, Young Africa Works country teams, Private sector companies, Civil society organizations, including those working with refugees ,Women organizations and associations ,Youth organizations and associations, Disability Inclusion nuclei, Media (reporters, radio and TV stations, online platforms), Family members / caregivers of young persons with disabilities and Community leaders (e.g. traditional and religious leaders).
The Government of Rwanda has a strong political will to mainstream disability in all government policy frameworks as it is enshrined in the Rwandan constitution, Vision 2020/50, NST1, sector plans and district development plans. Rwanda is a signatory to the United Nations Convention on the Rights of Persons with Disabilities conversations where article 27 calls for State Parties to recognize the rights of persons with disabilities to work, on an equal basis with others. Article 9 emphasizes the rights of Persons with Disabilities to have full access and fully enjoy and participate in social, economic, cultural, civil and political life, on an equal basis with others. Goal number 8 of the Sustainable Development Goal (SDG) emphasizes that Persons with Disabilities should be given the opportunities of full and productive employment and decent work for all women and men, with equal pay for work of equal value.
However, Persons with Disabilities continue to encounter barriers to access productive and decent work. The private sector is the most employer in Rwanda (87.3%), while an estimated 1% of Persons with Disabilities are employed in the private sector. The overall unemployment rate among Persons with Disabilities is high (29.2%) compared to 12.9% of persons without disabilities. Evidence from different analyses and consultations with the representatives of Organizations of Persons with Disabilities and Private Sector respectively, and other stakeholders indicate that Persons with Disabilities encounter challenges and barriers that negatively affect their employment in the private sector. We can work program aiming to address those issues so that young men and women with disabilities access employment through entrepreneurship development skills, work, etc.
It is in this framework that NUDOR is planning to support other 20 graduates in different trades with start-up kits as an opportunity to acquire and apply new skills/knowledge and Businesses which should lead to self-employment and productive income generating activity. By providing Entrepreneurship and Technical Skills training and start-up kits, the beneficiaries and their entire families will have improved prospects for generating income and achieving financial stability, ultimately helping to reduce risk-taking behaviors.
