TERMS OF REFERENCE TOCONDUCT A POLICY AND BUDGET ANALYSIS TO IDENTIFY EXISTING GAPS AND OPPORTUNITIES FOR REGENERATIVE AGRICULTURE AND PRODUCTIVE USE OF RENEWABLE ENERGY INTEGRATION INTO NATIONAL AND DISTRICT BUDGETS.

1.Background

Agriculture remains the backbone of Rwanda’s economy, contributing significantly to GDP, employment, and food security. However, the sector continues to face challenges related to climate change, soil degradation, and limited access to affordable and sustainable energy solutions across agricultural value chains.

The Power for Food Partnership (P4FP) project promotes the integration of Regenerative Agriculture (RA) and the Productive Use of Renewable Energy (PURE) as transformative approaches to enhance productivity, resilience, and sustainability in Rwanda’s agri-food systems. Despite their proven benefits, these approaches are not yet fully integrated into national and district planning and budgeting frameworks, which limits their scalability and long-term sustainability. The Rwanda Climate Change and Development Network (RCCDN) received funding from the IKEA Foundation through SNV Rwanda to support the implementation of this project.

Within this framework, RCCDN, as one of the implementing partners of P4FP, plays a key role in advocacy, policy engagement, and stakeholder coordination to promote climate-resilient and sustainable agricultural systems. To strengthen evidence-based advocacy and inform policy engagement processes, RCCDN seeks to hire a qualified consultant to conduct a comprehensive policy and budget analysis to identify gaps, opportunities, and entry points for integrating RA and PURE into national and district budgets 

2.Objective

This consultancy aims to analyze national and district policies and budgets to identify gaps and opportunities for integrating RA and PURE and support evidence-based advocacy for increased financing and PPP frameworks

3. Scope of Work

The consultant will undertake the following tasks:

3.1 Desk Review

  • Review national and district policies and strategies related to agriculture, climate change, and renewable energy 
  • Review public investment plans and budget frameworks 
  • Identify existing references to RA and PURE 

3.2 Budget Analysis

  • Analyze national and selected district budgets 
  • Identify allocations related to RA and PURE 
  • Assess funding gaps and trends 
  • Identify opportunities for increased financing 

3.3 Gap and Opportunity Analysis

  • Identify policy, institutional, and financial gaps 
  • Analyze barriers to RA and PURE integration 
  • Identify opportunities for: 
  • Increased public funding 
  • Private sector engagement 
  • PPPs, Climate and green financing mechanisms 

3.4 Stakeholder Consultations

  • Conduct consultations with: 
  • Government ministries 
  • District authorities 
  • Private sector actors 
  • CSOs and development partners 
  • Collect views on priorities, gaps, and opportunities 

3.5 Development of Advocacy Outputs

  • Develop policy brief on RA & PURE financing 
  • Prepare key advocacy messages 

3.6 Reporting and Validation

  • Draft reports for review 
  • Incorporate feedback from RCCDN 
  • Submit final consolidated report
  • Provide recommendations for strengthening PPP frameworks and budget allocation 

4. Deliverables

The consultant is expected to deliver the following: 

  • Inception Report (methodology and work plan) 
  • Policy and Budget Review Report 
  • Gap and Opportunity Analysis Report 
  • Stakeholder Consultation Summary Report 
  • Policy Brief on RA & PURE Financing 
  • Final Consolidated Report

5.Timeframe

The consultancy will be conducted in 20 days, starting from the date of contract signing. The timeline includes drafting and final submission.

7. Application Process

Interested consultants are requested to submit the following documents:

  • A detailed CV or company profile.
  • A cover letter outlining the consultant’s experience addressed to RCCDN coordinator 
  • Detailed financial proposal and approach to the consultancy.
  • List previous relevant work or research performed (if available).

Interested candidates are invited to bring their application documents, to RCCDN Head Officer located in Kicukiro District, Kagarama Sector, Rukatsa Cell, not later than thursday, 23th April 2026 at 4: 00pm.The proposal will be evaluated first and candidate who shall pass both the technical stage and financial evaluation will be notified. 

8. Evaluation Criteria.

The consultant will be selected based on a combination of technical and financial criteria. The evaluation will focus on the clarity and relevance of the proposed methodology, the consultant’s understanding of the activity, the quality of the work plan, and the consultant’s experience and qualifications. The appropriateness of data collection methods and the professionalism of previous work will also be considered.

The financial proposal will assess the cost-effectiveness of the proposal, alignment with the assignment’s scope, timeline, and the detailed breakdown of costs
