TERMS OF REFERENCE (TOR)

Rehabilitation, Painting and Entrance Maintenance Works for Rwanda Women's Network Health Centre facilities.

1. Background

Rwanda Women's Network (RWN) seeks to engage a qualified contractor to undertake rehabilitation and painting works at the RWN Health Centre facilities. The assignment also includes maintenance works at the entrance area to improve accessibility, safety, and the overall appearance of the premises.

2. Objective

The objective of this assignment is to rehabilitate and repaint the designated facilities and carry out maintenance of the entrance to ensure that the premises are safe, functional, and aesthetically appealing.

3. Scope of Work

The selected contractor shall undertake the following activities:

a. Rehabilitation Works

  • Repair damaged walls, ceilings, floors, doors, and windows.
  • Fill cracks and repair deteriorated surfaces.
  • Replace or repair damaged fixtures and fittings where necessary.
  • Carry out minor masonry and carpentry works.
  • Ensure proper finishing of all repaired areas.

b. Painting Works

  • Prepare surfaces by cleaning, scraping, sanding, and filling cracks.
  • Apply primer and finishing coats using high-quality paint.
  • Paint interior and exterior walls, ceilings, doors, windows, and other surfaces requiring painting.
  • Ensure durable and neat finishes.

c. Maintenance of the Entrance

  • Repair and improve the entrance area.
  • Restore damaged pavements, steps, or access ways where applicable.
  • Repair or repaint gates and entrance structures if required.
  • Ensure that the entrance is clean, safe, and accessible.

d. Cleaning and Waste Disposal

  • Remove all construction debris and waste generated during the works.
  • Leave the premises clean and ready for use after completion of the assignment.

4. Deliverables

The contractor shall deliver:

  • Fully rehabilitated health center facilities including halls, and toilets.
  • Interior and exterior painting completed to acceptable standards.
  • Maintained and improved entrance area.
  • Clean and functional premises ready for use.

5. Qualifications and Experience

Interested applicants should:

  • Be legally registered contractors or companies.
  • Demonstrate experience in rehabilitation and painting works.
  • Possess the technical and financial capacity to execute the assignment.
  • Provide references for similar assignments successfully completed.

6. Mandatory Site Visit

Interested applicants are required to visit the project sites before preparing and submitting their financial proposals. The site visit will enable applicants to assess the scope of work and prepare realistic and comprehensive quotations.

7. Submission Requirements

Applicants shall submit:

  • Company profile and relevant experience in similar projects
  • Certificated Civil Engineering documents including CV, Degree and License.
  • Technical proposal describing the methodology and work plan.
  • Detailed financial proposal.
  • Evidence of previous experience in similar assignments (3Completion Certificate).
  • EBM Certificate
  • Tax Clearance Certificate
  • RDB Company Domestic Registration Certificate

 8. Evaluation Criteria

Proposals will be evaluated based on:

  • Compliance with the requirements of this Terms of Reference.
  • Relevant experience and technical capacity.
  • Quality of the proposed methodology and work plan.
  • Financial competitiveness and value for money.

9. Submission Deadline

Interested applicants are requested to submit their proposals no later than 14th August 2026.

10. Supervision

The assignment shall be supervised by Rwanda Women's Network (RWN), which will monitor the quality and progress of the works and certify satisfactory completion.

11. Contract Duration

The duration of the assignment shall be agreed upon with the successful contractor upon award of the contract.
