A. Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region.
Rwanda is positioning itself as a regional leader in sustainable mobility, with government policy actively driving a shift away from fossil-fuel vehicles. The country's technical and vocational training system must address the new areas to provide skills for local technicians to maintain EVs: EV technology, battery diagnostics, or high-voltage safety - technical careers on emerging green jobs. Targeted vocational training would close the EV skills gap, improve employment prospects for Rwandan graduates, and create the technical foundation for Rwanda's e-mobility ambition.
B. Main Tasks and Responsibilities
- Technical leadership for the joint implementation of the e-mobility develoPPP project in Rwanda including:
- Budget and expenditure planning,
- Project and contract management
- Joint project management with the project partner
- Stakeholder relations with project and technical partners, risk and conflict management
- Technical and financial monitoring of the project and regular reporting to the local GIZ team and develoPPP headquarters team.
C. Required Qualifications, Competences and Experience
1. Qualifications and professional experience
- Master’s degree in business administration, Economics, International Development, Political Science, Social Science or other related field.
- Minimum of 5 years’ experience in relevant thematic areas of the project, such as private sector development, TVET and related areas
- In-depth experience of working with or within the private sector management level
- Knowledge of skills development concepts and instruments, Train-of-Trainer concepts,
- Work experience in GIZ projects.
- Good knowledge of the Rwandan private sector landscape
- Effective project management skills and experience in complex multi-faceted projects.
- Ability to lead and work in a dynamic and multidisciplinary team and context.
