1. Context
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.
2. Background
Since December 2022, the German technical cooperation (GIZ (Gesellschaft für Internationale Zusammenarbeit)) has been providing support to the Rwanda Mines, Petroleum and Gas Board (RMB) and key players (academia and industry) in the mining sector to implement the second phase of the Project of Sustainable Development of the Mining Sector in Rwanda under the financial support from the European Union (EU) Delegation to Rwanda and BMZ. The project was extended to end in October 2026. This co-financing covers four outputs namely (1) enhancing compliance with responsible mineral sourcing standards, (2) support digitalization / operationalization of mining sector services; (3) strengthen provision of TVET skills and training on mining; and (4) improve application of international social and environmental protection standards.
In outputs 3&4 of the Sustainable Development of the Mining Sector in Rwanda Project, different trainings on key identified areas of focus such as occupational health and safety in mining, Environmental Regulations and compliance in Mining, mineral Processing Practice, and Blasting in Mining and Quarrying have been developed and successfully delivered. In addition to these special training, a BTech curriculum was developed and delivered, first cohort graduated 44 students at RP Kigali College, and the second cohort enrolled 43 BTech candidates. It is now time for assessing how satisfied our beneficiaries and their employers are after the trainings, and how occupational health and safety (OHS) and Environmental and Social Protection standards are being applied in daily activities and in mining operations in the mining companies for which we trained mine workers and engineers.
It is against this background that GIZ is hiring a qualified individual/company to conduct a tracer survey and come up statistical and narrative reports on the employment satisfaction, as well as the shift that was made after the trainings completed in sequence from October 2025 (the date of completion of the last training) up to September 2026 to define the period of application of acquired knowledge, skills and attitudes in employees daily life in the mines.
GIZ shall hire the contractor for the anticipated contract term, from 01st September to 30 October 2026.If the performance period is to differ from the contract term, the services described in Section 4 shall be provided until
3. Tasks to be performed by the contractor
3.1 Specific objectives

Evaluate Beneficiary and Employer Satisfaction: The consultant shall measure the perceived value and quality of the training programs delivered between October 2025 and June 2026. This will include assessing the level of satisfaction among 381 trained mine workers and engineers regarding the relevance and delivery of the five key modules (OHS, Regulations, Processing, Blasting, and Drilling) and the 34 BTech graduates, and gauging employer satisfaction regarding the competence and performance of their staff following the training interventions.
- Assess Knowledge Transfer and Skill Application: The consultant shall determine how effectively the acquired knowledge, skills, and attitudes (KSA) are being utilized in daily mining operations through measuring the extent to which technical skills in mineral processing, blasting, OHS, Environment and drilling are being applied in the field, and
Identifying specific "shifts" or improvements in work efficiency and technical accuracy attributable to the training.
- Measure Compliance with OHS and Environmental Standards (103 In-company Trainers surveyed): The consultant shall verify the practical implementation of safety and sustainability protocols within the partner mining companies through evaluating the adoption of Occupational Health and Safety (OHS) standards in daily mining operations and monitoring the level of compliance with Environmental Regulations and Social Protection standards within the operational sites.
- Analyse Employment and Professional Growth: The consultant shall track the professional trajectory of the beneficiaries post-training by determining if the training contributed to job retention, promotions, or increased responsibilities for the participants and providing a statistical breakdown of employment status and career progression since the completion of the training cycle.
Note on Personal Data Protection: This activity might involve the processing of personal data. In this case, the consultant and/or the enumerators shall abide by the GIZ data protection guidelines when dealing with personal data in both material and territorial scopes of application. Therefore, compliance with the criteria and protection requirements of European data protection legislation in the interest of strengthening civil rights constitutes an added value for the partners (stakeholders and consultants). This means that the signed consent of data subjects on data collection and processing shall be used.
3.2 Deliverables
The main objective of the consultancy is to conduct a tracer study on employment status among graduated students of the first batch of BTech at RP Kigali College, the miners who were trained in the short courses for unskilled miners, and the application of OHS and Environmental and Social Protection standards in the sampled mining companies.

Important notes:
During all phases of implementation of activities, the Client (GIZ) reserves the right to appoint its technical experts to monitor and evaluate the status of implementation, the result of which may incur the stoppage of the contract in case malpractices are observed with evidence (such as data cooking, not respecting the contract norms and data protection regulations, use of non-qualified experts/fake expert profiles, corruption, and other infringements)
3.3 Tender requirements
The contractor will undertake an extensive study on the local supplier infrastructure around the sample mine site to be chose, as well as the supply needs of the sample mine site. This gap analysis will serve as a basis for a future local supplier development program. The Contractor shall execute the following milestones within their respective phases and detailed tasks, provide the specified services, and submit the outlined reports:

4. Qualifications of the proposed bidders
The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications. The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.

Qualifications of the expert
a) Education/training: Advanced University Degree (master’s or PhD) in Mining Engineering, Geological Engineering, Environmental Science, Project Management, Monitoring and Evaluation, Statistics, Sociology, Social Studies, or a closely related field.
b)Language: English proficiency
c) General professional experience:
- 7 years of progressively responsible professional experience in conducting evaluations or endline surveys on skills development, sector and industrial development or related fields.
- Demonstrated experience in evaluating large-scale capacity-building or TVET (Technical and Vocational Education and Training) programs
- Proven track record of producing high-quality statistical and narrative reports for organizations (public or private).
d) Specific professional experience:
- At least 3 years of hands-on experience in evaluating one or more of the "key focus areas" on skills development in Mineral Processing, Blasting, Mine Drilling, OHS, or Environmental compliance.
- At least 3 years of experience in conducting Tracer Studies or Labor Market Surveys, specifically tracking "Knowledge, Skills, and Attitudes" (KSA) transfer from training to workplace.
- Proficiency in data collection tools (e.g., Kobo Toolbox, SurveyMonkey, or SPSS) and qualitative interview techniques suitable for mine workers and engineers.
e) Leadership/management experience:
- 3 years of management/leadership experience as project team leader.
- Successful completion of at least 1 similar consultancy assignments (impact evaluation or industrial surveys) with a value and scope comparable to this situation.
- Ability to navigate relationships between government agencies (like Rwanda Polytechnic), private mining companies, and local mining company workers
f) Regional experience:
- 2 years of experience in projects in Sub-Saharan Africa, preferably in Rwanda or similar East African contexts, with evidence.
g) Development Cooperation (DC) experience: Having an experience in working with donor funded project is an asset.

Qualifications of the enumerators
a. Education/training: University Degree (Advanced Diploma, BTech, BSc) in Mining Engineering, Geology, Environmental Sciences, or Occupational Health and Safety, social studies. Recent graduates from RP Kigali College (Mining Engineering Department) or the University of Rwanda (School of Mining and Geology) are ideal.
b. Language: Proficiency in English and Kinyarwanda (be conversant with slangs and technical terms used in mining).
c. General professional experience:
- Minimum of 2 years of experience in field data collection or industrial surveys.
d. Specific professional experience:
- Previous involvement in mining site inspections, environmental impact assessments, or safety audits. They must be familiar with the "mining vocabulary" (e.g., tailings, tamping, PPE protocols, cadaster, etc.).
- Prior experience with digital data collection tools used by GIZ (e.g., Kobo Toolbox or ODK) and an understanding of "Do No Harm" principles in research is an advantage.

6. Conceptual evaluation
The tender should indicate how the services outlined in Section 3 (Tasks to be performed by the contractor) are to be provided. Reference should be made to the following criteria:
6.1. Comprehensive Approach to Phase 1 (Inception and Data preparation): the tender must demonstrate a thorough and effective plan for project management, stakeholder engagement, literature review, and the development of a robust methodology and work plan.
Assessment: the clarity, detail, and realism of the proposed activities for Task 1.1, 1.2, and 1.3 shall be evaluated, specifically assessing how these services will lead to the timely and high-quality delivery of the Inception Report and the Detailed Methodology and Work Plan.
6.2. Rigor of Phase 2 (Data collection, analysis and reporting): the tender must present a clear, comprehensive, and technically sound methodology for data collection, ensuring robust analysis, synthesis and reporting.
Assessment: the proposed methods for surveys and interviews (Tasks 2.1, 2.2, 2.3) shall be examined, focusing on their relevance with relevant, implementable, and effectively communicated recommendations.
6.3. Quality Assurance and Timeliness Across All Phases: the tender must demonstrate a strong commitment to quality assurance mechanisms throughout all phases and a realistic approach to meeting project timelines.
Assessment: the explicit inclusion of quality control measures within each task and phase (e.g., data validation, review cycles) and the overall coherence and realism of the proposed work plan's timeline in relation to the services provided and deliverables shall be evaluated.
6.4. Stakeholder Engagement and Contextual Understanding: the tender must demonstrate a clear understanding of the context of required service and related activities, and a robust strategy for continuous and meaningful engagement with all relevant stakeholders throughout the contract period.
Assessment: how the proposed services integrate stakeholder involvement (e.g., co-creation, validation, feedback loops) beyond just initial mapping shall be assessed, ensuring that the approach is sensitive to the Rwandan mining sector employment dynamics and fosters collaborative outcomes.
7. Requirements on the format of the tender
The structure of the tender must correspond to the structure of the ToRs. The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English.
The complete tender must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.
The CV shall not exceed 4 pages. They must clearly show the position and job the proposed person held in the reference project and for how long. The CV should be submitted in English or French language.
Please calculate your financial tender based exactly on the parameters specified in Chapter 5 costing requirements. The contractor is not contractually entitled to use up the days, trips, workshops or budgets in full. The number of days, trips and the budgets will be contractually agreed as maximum limits.
