Expression of interest for qualified local Rwandan service providers to undertake Interferometric Synthetic Aperture Radar (InSAR) monitoring services for Trinity Metals

Trinity Metals (Trinity Nyakabingo mines ,Trinity Rutongo mines and Trinity Musha mines Limited) invites Expressions of Interest from qualified experts and service providers to undertake independent Interferometric Synthetic Aperture Radar (InSAR) monitoring across its mining operations. The assignment is intended to establish a historical deformation baseline and provide continuous, independent quarterly monitoring of waste rock facilities, tailings storage facilities, and ground subsidence to achieve precise stability data.

1. Scope of Work

The scope of the InSAR monitoring services includes, but is not limited to, the following:

• Establish a historical displacement baseline utilizing a minimum of 2 years of archived SAR satellite imagery.
• Provide continuous surface displacement monitoring, delivering update reports to provide independent technical assurance.
• Monitor ground displacements across critical infrastructure, specifically focusing on waste dumps, tailings storage facilities, and areas impacted by underground mining or subsidence.
• Measure displacements of the ground's surface at the millimetre scale. 
• Calculate and model the line-of-sight (LOS), vertical, and east-west components of the surface displacement.
• Distil the geotechnically relevant signal from the geotechnically irrelevant noise.
• Provide comprehensive reports that highlight displacement anomalies where velocity rates have accelerated compared to the historical baseline.

2. Eligibility and Competency Requirements

Interested parties must:

• Have demonstrated expertise in interferometry and geodetic estimation techniques.
• Preferably possess proprietary software, algorithms, and intellectual data processing capabilities for InSAR data processing. 
• Demonstrate the ability to utilize advanced processing techniques, such as Persistent Scatterer Interferometry (PSI) combining persistent and distributed scatterers, or Small Baseline Subset (SBAS) approaches.
• Possess the capability to account for, process, and visualize SAR geometric effects inherent in steep mining terrain, including radar shadow, foreshortening, and layover.
• Have a proven track record of providing satellite InSAR monitoring services across the mining industry.

All interested service providers should submit an Expression of Interest together with the following supporting documents:

• Cover letter introducing the company or individual consultant, confirming interest, availability, and understanding of the technical assignment.
• Company profile detailing InSAR technical capabilities, proprietary processing tools, and domain expertise.
• Summary of similar InSAR surface displacement monitoring assignments undertaken for the mining industry.
• Proposed methodology for establishing the 2-year historical baseline and conducting the ongoing quarterly analysis.
• CVs of proposed personnel clearly demonstrating experience in undertaking of InSAR monitoring work. 
• Summary of at least three similar assignments undertaken in the last five years, including client name, project scope, location, and contactable references. 
• Certificate of domestic company registration issued by RDB.
• VAT registration certificate, where applicable.
• Valid tax clearance certificate issued by RRA.

Expressions of Interest received after 11:00 AM local time on 30 September 2026 will not be considered.

Shortlisted respondents may be invited for further technical discussions to confirm capability and suitability. Thereafter, Trinity Metals may issue an invitation to tender to selected qualified bidders.
