Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

0. Context

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

a. Brief project overview

The Project “Prevention of Sexual and Gender-based Violence”, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is designed to advance state and non-state actors’ contributions to implementing national regulations on sexual and gender-based violence in Rwanda in line with the target group’s needs.

The project’s envisaged target group are women and girls, as they are primarily affected by SGBV. Its political partner is the Ministry of Gender and Family Promotion (MIGEPROF), intermediaries are governmental and non-governmental service providers and institutions, such as the Gender Monitoring Office (GMO), the Isange One Stop Centre (IOSC) at district level, local authorities and non-governmental organisations (NGOs). The project includes four Outputs. 

Under Output 1 the project aims tostrengthen the National Gender Machinery (NGM) and key state actors in their mandate to strategically coordinate, plan, and sustainably finance SGBV prevention and response measures at national and subnational levels.

Under Output 2 the project aims to strengthen local administrations when dealing with Sexual and Gender-based Violence (SGBV) survivors based on the requirements set out in the reintegration guidelines.

Under Output 3 the project aims at strengthening selected NGOs financial, organisational and monitoring capacities, enabling them to improve quality and continuity of services mainly related to SGBV and Sexual and Reproductive Health and Rights (SRHR). 

Under Output 4 the project strengthens NGOs expanding the opportunities open to the Rwandan population for helping to shape socio-political change with regard to SGBV.

b. Context

The government of Rwanda has ratified relevant international conventions, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Maputo Protocol, the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), amongst others, and has defined relevant national commitments in the National Gender Policy (2021), the Action Plan to Prevent Violence Against Women (2019) and the Economic Development and Poverty Reduction Strategy II. Through the establishment of Isange One Stop Center (IOSC), i.e. multi-service-centres for those affected by SGBV, decentralised services for medical, legal and psychosocial support have been put in place at district level. Nevertheless, due to different factors, including possibly intimidating prosecution processes and economic dependencies of those who are affected by SGBV, as well as (geographical) access barriers, these support services are not yet sufficiently used. They also could be enhanced with regard to recognised quality criteria and hence do not fully address the needs of those affected by SGBV.

Despite the limited availability of representative data on the prevalence of sexual and gender-based violence (SGBV) in Rwanda, it is possible to recognise clear tendencies on the basis of the data that is available. Two out of five women have experienced physical violence from the age 15, more than half (56%) of married women in Rwanda state that they have experienced intimate partner violence at least once, and around 22% of girls and women between 15 and 49 have been confronted with sexual violence. Women and girls with disabilities are particularly vulnerable in terms of experiencing SGBV. SGBV generates high costs for those who are affected, their households, as well as the private sector and the government. The situation with regards to Sexual & Reproductive Health and Rights (SRHR) is challenging also against the background of rising numbers of unplanned, early pregnancies. These are significant barriers towards social cohesion, peace and development.

Against this background the Project “Prevention of Sexual and Gender-based Violence” aims at strengthening selected NGOs financial and organisational capacities, enabling them to improve quality and continuity of services mainly related to SGBV and SRHR. 

Tailored advisory processes will enable the NGOs to strengthen financial planning, develop or refine and implement financial sustainability plans, and secure funding for their core services. Delivery will include strategy consulting; the development or further development of sustainability plans; market and client analyses; the development and design as well as facilitation and moderation of co-creative processes; and technical and process advisory services, including technical assistance and coaching to each NGO to implement at least two priority income-generating or sustainability measures identified in the business plans, including troubleshooting implementation challenges, adapting approaches where necessary, and documenting progress and lessons learned.The assignment therefore requires close, ongoing cooperation with the selected NGOs.

c. Tasks to be performed by the contractor

The assignment will contribute to Output 3 of the Project Prevention of sexual and gender-based violence.

The contractor will be responsible for achieving the following indicator:

3 NGOs advised by the project have each implemented 2 measures from developed sustainability plans to strengthen more independent financing of their services and prevention activities to a level of quality approved by GIZ. As a result, they are generating own-source income, increasing their financial autonomy, and safeguarding the continuous delivery of their core services.

The contractor is responsible for providing the services, work packages and the corresponding milestones described below:

The assignment covers the full participatory advisory process for three NGOs selected by GIZ Rwanda’s Project Prevention of Sexual and Gender-based Violence (P-SGBV). The process focuses on the development of financial sustainability plans, or where such plans already exist,on their enhancement to foster more diverse resource mobilisation. The assignment also includes designing and implementing co-creative processes to leverage existing creative potential and generate additional new ideas. 

The consultancy shall be implemented as a full participatory process, in close coordination and collaboration with each NGO, to ensure that both the process, its outputs and outcomes are aligned with the needs of the three NGOs. The governance and steering arrangements shall reflect this approach by establishing participatory structures and decision-making modalities; defining regular coordination mechanisms with each NGO and the GIZ team; ensuring continuous alignment and transparency throughout all phases of the assignment.

  • The contractor provides equipment and supplies (consumables) and assumes the associated operating and administrative costs.
  • The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ.
  • The contractor reports regularly to GIZ in accordance with the current General Terms and Conditions of Contract for supplying services and work (AVB) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

In addition to the reports required by GIZ in accordance with the current AVB, the contractor submits the following reports:

  • Brief inception report and presentation
  • Brief quarterly results-oriented reports on the implementation status of the project with brief description of identified potential stories of change (3-5 pages)

Service Package 1: NGO I 

The first service package involves the work with NGO number I to review its existing sustainability plan, as well as the development of a comprehensive overview of its assets. Furthermore, it includes the provision of advice on identifying legal, regulatory, and compliance requirements for income-generating activities as well as respective capacity development measures. A co-creative process as part of the consultancy work can be designed to develop ideas beyond the existing sustainability plan (see service package 4). The service package also includes technical and process consulting for the implementation of selected measures. 

The contractor is responsible for providing the following services:

  • Preparation and moderation of a kick off workshop with GIZ team and NGO
  • Provision of strategic advisory services comprising market and client analyses, plus a systematic review of the existing sustainability plan and an assessment of the organisation’s potential assets. The assessment of the organisational’s potential assets shall have a focus on business advice on well-functioning small-scale clinics and how to extend an already existing information and counselling hotline to online counselling. 
  • Providing support to revise and enhance an existing document that is needed for further business.
  • Developing a road map for the existing sustainability plan
  • Provision of advice and capacity development to identify legal, regulatory, and compliance requirements for income-generating activities. 
  • Delivery of technical and process consulting to the NGO for the implementation of measures
  • Provision of technical assistance to identify and document stories of change intended for publication.
  • Develop a monitoring and implementation framework to track progress against the roadmap, including indicators, reporting mechanisms, and periodic review processes

Service Package 2: NGO II 

The second service package involves the work with NGO number II, with a focus on the development of a sustainability plan, taking into consideration the different assets and service structures of the NGO, which include the possibility of running a safe shelter that can accommodate women for a longer period of time. The service package entails provision of advice and capacity development formats on identifying legal, regulatory, and compliance requirements for income-generating activities. A co-creative process can be designed and conducted to develop ideas for the sustainability plan (see work package 4). The package also includes technical and process consulting for the implementation of measures. 

Activities may include the following:

  • Preparation and moderation of a kick off workshop with GIZ team and NGO
  • Provision of strategy consulting covering market and client analyses, including an analysis of the organisation’s potential assets.
  • Development of a sustainability plan aligned with the NGO’s assets and priorities, including strategies to fund and manage the safe shelter’s recurrent costs
  • Provision of business advice and capacity development to identify legal, regulatory, and compliance requirements for income-generating activities
  • Deliver technical and process consulting to the NGO for the implementation of measures
  • Provision of technical assistance to identify and document stories of change intended for publication
  • Develop a monitoring and implementation framework to track progress against the roadmap, including indicators, reporting mechanisms, and periodic review processes
  • Development of a 3-year financial projection forecast

Service package 3: NGO III 

The third service package involves the work with NGO number III, with a focus on the review of ideas and on the development of a sustainability plan. It entails the provision of advice and capacity development formats on identifying legal, regulatory, and compliance requirements for income-generating activities. A co-creative process can be conducted to develop ideas for the sustainability plan (see service package 4). The package also includes technical and process consulting for the implementation of measures. 

Activities may include the following:

  • Preparation and moderation of a kick off workshop with GIZ team and NGO
  • Provision of strategic advisory services comprising market and client analyses, plus systematic identification and review (existing) ideas and an assessment of the organisation’s potential assets aligned with the NGOs mandate
  • Development of a sustainability plan aligned with the NGO’s assets and mandate
  • Provision of advice and capacity development to identify legal, regulatory, and compliance requirements for income-generating activities
  • Deliver technical and process consulting to NGOs for the implementation of measures
  • Provision of advisory to identify and document stories of change intended for publication
  • Develop a monitoring and implementation framework to track progress against the roadmap, including indicators, reporting mechanisms, and periodic review processes

Service package 4: Co-creative processes

The fourth service package is about the design, facilitation and moderation of co-creative processes, ideally with a focus on human-centred design and creation of innovative and at the same time practical ideas for NGOs - to catalyse innovation around the work of the selected NGOs that are involved in the service packages 1-3.

Activities may include the following:

  • Design of a co-creative process based on the work of the services packages 1-3
  • Preparation of a co-creative process based on the work of the services packages 1-3
  • Facilitation and moderation of a co-creative process, including potential events

Safeguards and gender considerations with specific reference to services:

In order to promote gender equality and avoid or mitigate possible unintended negative impacts in its area of responsibility, the contractor should implement the following measures:

  • Prevent negative impacts on gender equality in its area of responsibility.
  • Ensuring anti-bias approach while conducting all activities.
  • Ensuring Do-no-harm approach while conducting all activities.
  • Ensuring appropriate gender composition of the team when exchanges with target groups are necessary.
  • Do no harm and if needed trauma-sensitive approaches to be used, especially with regards to the NGOs work with marginalised target groups, the development of plans for a safe shelter and the aspect of economic empowerment of SGBV survivors.

Required travel

  • If necessary and approved by GIZ in advance, travel to districts outside of Kigali is possible in all service packages mentioned above.
  • The contractor could plan several trips not exceeding 24 days and 20 nights in total for two experts (see Chapter 5 below).
  • The contractor is responsible for selecting, preparing, training and steering the experts from the expert pool assigned to perform the advisory tasks.
  • The contractor provides equipment and supplies (consumables) and assumes the associated operating and administrative costs.
  • The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ.

In addition to the reports required by GIZ in accordance with the AVB, the contractor submits the following reports:

  • Inception Report
  • Contributions to reports to GIZ’s commissioning party
  • Brief quarterly reports on the implementation status of the project (3-5 pages)

Period of assignment: from 01.10.2026 until 30.09.2027.

2. Concept

In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

Note: The numbers in parentheses correspond to the lines of the technical assessment grid.

Technical-methodological concept 

Strategy (1.1): The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1 Context) (1.1.1). Following this, the tenderer presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible (see Chapter 2 Tasks to be performed) (1.1.2).

The tenderer is required to present the actors relevant for the services for which it is responsible and describe the cooperation (1.2) with them.

The tenderer is required to present and explain its approach to steering the measures with the project partners (1.3.1) and its contribution to the results-based monitoring system (1.3.2).

The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).

The tenderer is required to describe its contribution to knowledge management for the partner (1.5.1).

Project management of the contractor (1.6) 

The tenderer is required to explain its approach for coordination with the GIZ project. In particular, the project management requirements specified in Chapter 2 (Tasks to be performed by the contractor) must be explained in detail.

3. Personnel concept

The tenderer is required to provide personnel who are suited to filling the positions described, on the basis of their CVs (see Chapter 7), the range of tasks involved and the required qualifications.

Team leader with international experience

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines).
  • The team leader is responsible for personnel management, including selecting, preparing, training, and directing the pool of experts for the consultancy, including preparing and steering the expert pool for the service packages, and ensuring close collaboration with the selected NGOs.
  • Responsible for the steering of the strategy consulting, including steering the planning, preparation and moderation of workshops and co-creative processes.
  • Responsible for steering the development and delivery of a methodology for this assignment that leverages a systematic consultative and analytical approach, encompassing in-depth market and client analyses, advisory support and co-creative processes.
  • Coordinating and ensuring communication with GIZ, NGOs and others involved in the assignment
  • Ensuring quality and alignment regarding all processes, especially with the involved NGOs
  • Ensure regular reporting in accordance with deadlines
  • Assume overall budget responsibility

Qualifications of team leader 

  • Education/training (2.1.1): University degree in Business Administration

  • General professional experience (2.1.3): 7 years of professional experience in the development of sustainability plans for start-ups and SMEs, development and implementation of strategic visions, strategy consulting, market and client analysis and partnership management 
  • Specific professional experience (2.1.4): 7 years of specific professional experience in design thinking and development of co-creative processes
  • Leadership/management experience (2.1.5): 10 years of management/leadership experience as project team leader or manager in a company 
  • Regional experience (2.1.6): 7 years of experience in business advisory and SME support outside Rwanda on the African continent 
  • Development cooperation (DC) experience (2.1.7): 7 years of experience in DC projects
  • Other 2.1.8 10 years in multi-stakeholder collaboration and management of innovation projects (1 reference project showing this)

Pool with 3 experts with international experience

The bidder shall provide three experts who collectively cover the tasks listed below. The experts will allocate their work based on their respective expertise and the requirements of the different service packages.

Tasks of 3 experts

  • Perform screening and analysing processes of assets 
  • Perform market and client analyses
  • Develop, plan, conduct and moderate workshops and events
  • Develop, conduct and moderate co-creative processes
  • Strategy consulting and review of existing sustainability plans and development of sustainability plans. This will entail close collaboration with the NGOs to maximize tailored plans based on the needs of the NGOs.
  • Advice regarding identification of legal, regulatory, and compliance requirements for income generating activities
  • Conduct capacity development formats regarding identification of legal, regulatory, and compliance requirements for income generating activities
  • Support the improvement of a sustainability plan for the Ministry of Health
  • Develop actionable road maps that outline steps, timelines, resource requirements, roles and responsibilities
  • Provide technical and process consulting for NGOs in the implementation of selected

measures

  • Provide technical assistance for identifying and documenting stories of change that are meant to be published
  • Develop monitoring plans and financial projection forecasts 

To provide the above services, the contractor will be required to closely collaborate with three NGOs at the individual organisation level and develop and design processes that reflect each NGO’s size, starting point, experience and mission. A collaborative, systematic and analytical work approach that at the same time allows space for co-creative processes is strongly recommended. 

Qualifications of 3 experts

  • Education/training (2.6.1): 3 experts with bachelor's degrees (German ‘Diplom’/Master) in Economics, Business Administration, Finance, Global Politics or Computer Science 
  • Language (2.6.2): All experts with C1-level language proficiency in language English, 2 experts with good working level of Kinyarwanda
  • General professional experience (2.6.3): all experts with 7 years of professional experience in strategy consulting and market and governance operations 
  • Specific professional experience (2.6.4): 1 expert with 7 years and 2 experts with 5 years of specific professional experience in business development for NGOs or start-ups, 1 expert with 7 years and 2 experts with 5 years specific professional experience in technical and process accompaniment of NGOs or start-ups
  • Regional experience (2.6.6): 3 experts with 3 years of professional experience in supporting SMEs and entrepreneurs in development cooperation projects in East African and West African countries outside Rwanda
  • Development Cooperation (DC) experience (2.6.7): 3 experts with 7 years of experience in Development Cooperation projects in Rwanda
  • Other (2.6.8): 3 experts with 7 years of experience in designing, facilitating and moderating co-creative processes

Soft skills of team members

In addition to their specialist qualifications, the following qualifications are required of team members:

  • Conflict and gender-sensitivity: Ability to work constructively with NGOs and to engage respectfully with their working contexts addressing gender-based violence and sexual and reproductive health and rights, with a focus on vulnerable groups (e.g. SGBV survivors, LGBTI+ persons, sex workers, adolescents).

The tenderer must provide a clear overview of all proposed experts and their individual qualifications.

4. Costing requirements

Assignment of personnel and travel expenses

Accommodation allowances are reimbursed as detailed in the specification of inputs below.

With special justification, additional Accommodation costs up to a reasonable amount can be reimbursed against evidence.

All business travel must be agreed in advance by the officer responsible for the project

Workshops, events and trainings

The contractor implements the following workshops/study trips/training courses:

  • A kick-off workshop 
  • Introductory meetings7workshops with the NGOs
  • Capacity development workshops, training courses or other capacity development formats (depending on the most suitable format jointly identified by the service provider and NGOs) - consecutive or non-consecutive - can be organised in consultation with GIZ.
  • Co-creative and design thinking processes and events can be organised in consultation with GIZ.
  • The location and catering for workshops, events training courses, co-creative and design thinking processes or other formats shall be organised by the bidder. Depending on the availability GIZ could offer rooms and spaces in GIZ’s Digital Transformation Center. Subject to prior agreement with the NGO, capacity development workshops or other formats may also be conducted on the NGO’s premises. Priority is to use NGO facilities and where available, GIZ facilities may be used. External venues should be used only in exceptional cases.

5. Requirements on the format of the tender

The structure of the tender must correspond to the structure of the ToR. In particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English (language).

The complete tender must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs have to be submitted in English (language).

Please calculate your financial tender based exactly on the parameters specified in Chapter 5 Quantitative requirements. The contractor is not contractually entitled to use up the days, trips, workshops or budgets in full. The number of days, trips and workshops and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.

6. Submission of the offers

Please submit your self-declaration of eligibility using the designated form and your technical and financial bids by19.09.2026 inEnglish only to RW_Quotation@giz.de.

The tender including the technical and financial bids may not exceed a total file size of 30 MB. To submit tenders exceeding 30 MB to RW_Quotation@giz.de, File transfer must be used.

The offer must be submitted in 2 separated emails in PFD format. The email subject line should be in the form of:

  • “7000022603 -Technical Offer”: This includes eligibility documents and technical proposal in two separate PDF files
  • “7000022603 - Financial Offer” in the format of price schedule provided (offer in RWF and VAT exclusive) 

Tenders which are submitted after the deadline, or which do not comply with the terms and conditions for application, will not be considered.

The tender documents listed below must be submitted in full and as separate documents:

  • Eligibility documents (in one PDF format): Completed & signed self-declaration, Aadministrative documents (RDB registration certificate, Tax clearance certificate and VAT certificate) and references for the project implemented as per eligibility assessment grid. 
  • Financial Offer signed in PDF and in the format provided (price schedule)
  • Technical Offer (see technical proposal template) including an up-to-date curriculum vitae (CV) for each expert and concept 

When preparing the financial offer, you must adhere to the requirements of the specification of inputs as set out in the Terms of Reference. The tenders received will be subject to a technical evaluation based on the CV and the concept in accordance with the technical assessment grid (see annex). Only tenders that score over 500 points in the technical evaluation will be accepted for the financial evaluation. Technical bids that fail to reach this cut-off point will be regarded as unsuitable. The technical bid is weighted at 70% and the financial bid at 30%.

Sustainability

We have developed a Guide for Practising Corporate Sustainability (GPS) so that our contractors can learn about corporate sustainability at GIZ. We encourage all tenderers to complete the GPS online course and obtain the certificate.
