Job Purpose

The Fleet and Logistics Officer plans, coordinates, and monitors all fleet, transport, and logistics activities at Mulindi Factory Company Ltd to ensure the efficient movement of green leaf, finished tea, materials, equipment, and personnel. The role also ensures effective fleet utilization, compliance with transport regulations, cost control, proper vehicle maintenance, and timely delivery of goods in support of the factory’s operational goals.

Key Duties and Responsibilities

Fleet Management

  • Manage the company's fleet of vehicles, tractors, JCB backhoe, and other transport equipment.
  • Develop and implement preventive maintenance schedules for all fleet assets.
  • Monitor vehicle performance, fuel consumption, mileage, and operating costs.
  • Coordinate vehicle inspections, servicing, repairs, and statutory compliance requirements.
  • Maintain accurate fleet records including logbooks, insurance, licenses, inspections, and maintenance history.
  • Investigate vehicle breakdowns, accidents, and incidents and recommend corrective actions.
  • Ensure fleet availability to support green leaf collection, factory operations, and tea dispatch activities.

Logistics and Transportation

  • Plan and coordinate transportation of green leaf from collection centres to the factory.
  • Coordinate dispatch and delivery of made tea to warehouses, auction centres, customers, and export points.
  • Optimize transport routes to improve efficiency and reduce operational costs.
  • Monitor loading, unloading, and movement of goods to ensure product integrity and traceability.
  • Coordinate movement of spare parts, fuel, fertilizers, packaging materials, and other factory supplies.
  • Ensure timely and accurate preparation of transport documentation.

Fuel Management

  • Monitor fuel consumption and utilization across all fleet assets.
  • Maintain fuel records and conduct regular fuel reconciliations.
  • Implement fuel control measures to minimize wastage, theft, and misuse.
  • Prepare periodic fuel usage reports and analysis.

Driver Management

  • Supervise drivers and transport support staff.
  • Ensure drivers possess valid licenses and meet company requirements.
  • Coordinate driver scheduling and deployment.
  • Conduct regular driver performance evaluations.
  • Organize driver safety training and defensive driving programs.
  • Enforce compliance with company transport policies and road safety regulations.

Health, Safety, and Compliance

  • Ensure compliance with road transport regulations and company policies.
  • Promote safe driving practices and adherence to occupational health and safety standards.
  • Monitor and report on transport-related risks and incidents.
  • Ensure all vehicles carry required safety equipment.
  • Support implementation of Food Safety, Quality, Environmental, and Occupational Health & Safety Management Systems.

Procurement and Inventory Coordination

  • Coordinate procurement of vehicle spare parts, tyres, lubricants, and transport-related services.
  • Monitor inventory levels of critical fleet consumables.
  • Participate in supplier evaluation and contract management for transport service providers.

Reporting and Administration

  • Prepare daily, weekly, and monthly fleet and logistics reports.
  • Monitor fleet operating costs and recommend cost-saving initiatives.
  • Maintain accurate transport and logistics records.
  • Support annual budgeting and forecasting for transport and fleet operations.
  • Analyze fleet performance indicators and recommend continuous improvements.

Qualifications and Experience

Education

  • Bachelor's Degree in Logistics, Supply Chain Management, Transport Management, Mechanical Engineering, Business Administration, or a related field.

Or

  • At least with Secondary diploma/certificate in General mechanic, automobile mechanic, Accounting and a minimum of 3–5 years' experience in fleet management, logistics, transport operations in a manufacturing, agricultural, tea processing, or FMCG environment.

Professional Qualifications

  • Professional certification in Logistics, Supply Chain, Transport Management, or Fleet Management will be an added advantage.
  • Valid driving license, at least the categories of B and C.

Working Conditions

The position involves both office-based and field operations, including frequent travel to tea collection centers, plantations, warehouses, workshops, and customer delivery points. The officer may be required to work outside normal hours during peak tea production and dispatch periods.
