Terms of Reference for the Recruitment of a General Surgeon for the Rwanda Society of Obstetricians and Gynecologists (RSOG)

Introduction and Background

The Rwanda Society of Obstetricians and Gynecologists (RSOG) is a leading professional organization dedicated to enhancing maternal and reproductive health in Rwanda. RSOG is committed to advancing excellence in clinical practice, training, and research in Obstetrics and Gynecology. Through teaching initiatives and outreach programs, RSOG contributes significantly to improving maternal and child health outcomes in the country.

RSOG is seeking a dedicated, compassionate, and highly skilled General Surgeon to join its clinical team at Nyagatare District Hospital for a period of three months. The successful candidate will provide high-quality surgical care, including the assessment, diagnosis, and management of patients requiring elective and emergency surgical interventions, while ensuring adherence to the highest standards of patient safety and clinical excellence.

The General Surgeon will work collaboratively with multidisciplinary teams to deliver comprehensive, patient-centered care and contribute to strengthening surgical services within the hospital. In addition, the position will support the education and professional development of Residents and Medical Students during their clinical rotations, fostering excellence in surgical practice, mentorship, and healthcare delivery.

Position Overview
The General Surgeon will be responsible for providing comprehensive surgical care to patients across all age groups, including the assessment, diagnosis, and management of a wide range of surgical conditions. The role includes conducting elective and emergency surgical procedures, providing pre-operative evaluation and postoperative care, monitoring patient recovery, and ensuring adherence to hospital protocols, clinical guidelines, and patient safety standards.

In addition, the General Surgeon will contribute to RSOG’s educational mission by participating in the training, supervision, and mentorship of residents and medical students, fostering the next generation of healthcare professionals committed to safe and quality anesthesia practice.

1. Clinical Care

  • Provide comprehensive general surgical services, including assessment, diagnosis, surgical management, and follow-up care of patients with a wide range of surgical conditions.
  • Manage emergency surgical cases and perform urgent and elective surgical procedures as required.
  • Support the clinical training of residents and medical students through bedside teaching, case discussions, and practical exposure in surgical settings.
  • Ensure the delivery of safe, high-quality, and patient-centered care in accordance with hospital policies, clinical guidelines, and professional standards.
  • Participate in on-call rotations to ensure continuous coverage and timely management of surgical emergencies.
  • Collaborate effectively with multidisciplinary teams to optimize patient outcomes and continuity of care.

2. Teaching and Mentorship

  • Supervise, mentor, and support residents and medical students during their rotations in the Surgery Department, providing regular feedback and performance evaluations.
  • Facilitate knowledge transfer and skills development through clinical teaching, ward rounds, case reviews, and educational sessions.
  • Promote interdisciplinary collaboration and learning between the Surgery and Obstetrics & Gynecology (OBGYN) departments to enhance patient care and professional development.
  • Serve as a role model in clinical practice, professionalism, ethics, and patient-centered care.
  • Maintain current knowledge of advances in general surgery and incorporate evidence-based practices into clinical care and teaching activities.

Qualifications and Experience

  • Medical Doctor (MD) degree with specialization in General Surgery from a recognized institution.
  • Valid license and registration to practice medicine and surgery in Rwanda 
  • A minimum of 3 to 5 years of post-specialization clinical experience in General Surgery, preferably in a district, referral, or teaching hospital setting.
  • Demonstrated expertise in managing a broad range of elective and emergency general surgical conditions and procedures.
  • Proven experience in perioperative patient management, including preoperative assessment, surgical intervention, and postoperative care.
  • Experience in teaching, supervising, and mentoring residents, interns, and medical students is highly desirable.
  • Strong clinical judgment, surgical skills, and evidence-based decision-making abilities.
  • Ability to work effectively within multidisciplinary teams and collaborate with various clinical departments to ensure optimal patient outcomes.
  • Experience working in resource-limited settings and contributing to health system strengthening initiatives is an added advantage.
  • Excellent communication, leadership, teamwork, and interpersonal skills.
  • High level of professionalism, integrity, accountability, and commitment to patient safety and quality of care.
  • Commitment to continuous professional development and staying current with advancements in surgical practice.
