CARE Rwanda is seeking a dynamic and experienced Head of Monitoring, Evaluation, Accountability and Learning (MEAL) to provide strategic leadership in strengthening evidence-based programming, promoting accountability, and fostering organizational learning across its portfolio.

In this strategic leadership role, you will lead the organization's Monitoring, Evaluation, Accountability and Learning (MEAL) function, ensuring that our programs are informed by high-quality data, evidence, and continuous learning. You will provide technical leadership and oversight of monitoring, evaluation, and accountability systems that strengthen program quality, support evidence-based decision-making, and demonstrate the impact of our work.

Working closely with program teams and senior leadership, you will ensure that monitoring and evaluation findings are effectively analyzed, shared, and used to improve program performance. You will also play a key role in fostering a culture of accountability, promoting organizational learning, and ensuring compliance with organizational standards, donor requirements, and project results frameworks.

About the Role

The Head of MEAL will provide strategic leadership and technical oversight for monitoring, evaluation, accountability, research, learning, and data management functions across CARE Rwanda. The successful candidate will ensure that programs are guided by credible evidence, robust data systems, and strong accountability mechanisms while supporting the organization to deliver meaningful and sustainable results for vulnerable women and girls.

Who We Are Looking For:

Educational Qualifications:

• Bachelor’s Degree in a relevant subject (e.g. Statistics, Rural Development)
• Post-graduate certification in Monitoring & Evaluation or equivalent

Experience:

•  Minimum of 10 years' progressive experience in Monitoring, Evaluation, Accountability and Learning. 
• At least 5 years' experience within an international NGO, multilateral agency, donor-funded program, or equivalent consultancy environment. 
• Demonstrated experience designing and managing comprehensive MEAL systems and results frameworks. 
• Strong experience with donor compliance, reporting, and performance measurement. 
• Proven leadership experience managing multidisciplinary teams and building staff capacity. 
• Experience with digital data collection systems, dashboards, databases, and data visualization tools.
• Experience utilizing advanced analytical approaches, including data visualization, predictive analytics, and AI-enabled tools to improve program learning and decision-making, is highly desirable.

Technical competencies:

• Expertise in MEAL systems, evaluations, research, and results-based management. 
• Strong analytical skills with proficiency in tools such as Power BI, SPSS, STATA, R, and Microsoft Office applications. 
• Experience in quantitative and qualitative data analysis, knowledge management, and organizational learning. 
• Understanding of gender-transformative programming, safeguarding, inclusion, and rights-based approaches. 
• Excellent communication, presentation, and stakeholder engagement skills. 
• Professional proficiency in English; knowledge of Kinyarwanda and French is an asset.
