ASOFERWA (Association De Solidarite Des Femmes Rwandaises) is a non- governmental organization (NGO) created in 1994 just after the 1994 genocide ; operating on the territory of Rwanda. By the 1994 genocide against Tutsi, Rwanda was stricken by a misfortune, which plunged the whole country in disastrous situation with various socio-economic consequences.

In September 1994, a group of 30 Rwandan women established an association that they named ASOFERWA with the purpose of helping the vulnerable groups facing social and economic problems. Due to that tragedy we experienced the increase of vulnerable groups such as widows, orphans, traumatized women, girl mothers and Female Sex workers, HIV/ AIDS infected and affected women due to violence, elderly people without assistance, Youth and minors.

PUBLIC INVITATION FOR THE SALE OF LAND AND BUILDINGS THROUGH COMPETITIVE BIDDING

Reference No.: ASOFERWA/SALE/001/2026

ASOFERWA (Association de Solidarité des Femmes Rwandaises), a legally registered national non-governmental organization in the Republic of Rwanda, hereby invites qualified local and international investors, companies, institutions and other eligible bidders to submit competitive bids for the purchase of its immovable property located in the Volcanoes Tourism Zone of Rwanda.

The sale shall be conducted through a transparent and competitive bidding process in accordance with the applicable laws of the Republic of Rwanda, ASOFERWA's governance framework and the decisions of its competent organs.

1. AUTHORITY AND BACKGROUND

The disposal of the property was initially authorized by the Supreme Organ of ASOFERWA during its meeting held on 20 February 2026.

Following further consideration of the sale process, the Executive Organ of ASOFERWA, at its meeting held on 20 August 2026, resolved that only bids with a financial offer of not less than RWF 10,000,000,000 (Ten Billion Rwandan Francs) shall be eligible for consideration. Accordingly, any bid submitted below RWF 10,000,000,000 (Ten Billion Rwandan Francs) shall be considered non-responsive and shall not proceed to further evaluation.

2. DESCRIPTION OF THE PROPERTY

The property offered for sale consists of land together with existing buildings and related immovable property, with the following details:

  • Total Surface Area: 70,438 square metres (70,438 sqm)
  • Sector: Kinigi
  • Cell: Nyonirima
  • Village: Gasenyi
  • District: Musanze
  • Province: Northern Province
  • Country: Republic of Rwanda

The property is strategically located within Rwanda's Volcanoes Tourism Zone, an internationally recognized tourism and investment destination.

Its location and size make the property potentially suitable for a range of investment purposes, including, but not limited to:

  • Tourism and hospitality development;
  • Hotel, lodge and resort projects;
  • Eco-tourism and conservation-related investments;
  • Residential development;
  • Commercial development;
  • Conference and recreational facilities;
  • Mixed-use investment projects; and
  • Other lawful investment activities, subject to applicable planning, environmental, land-use and other regulatory requirements.

Interested investors are responsible for conducting their own due diligence regarding the property's development potential, applicable zoning and planning requirements, environmental considerations, infrastructure and any other relevant matters.

3. MINIMUM ELIGIBLE FINANCIAL OFFER

In accordance with the resolution of the ASOFERWA Executive Organ dated 20 August 2026, the minimum financial offer acceptable for consideration is: RWF 10,000,000,000(Ten Billion Rwandan Francs).No bid below RWF 10,000,000,000 shall be considered.

Bidders are therefore invited to submit their best and final competitive financial offers, expressed in Rwandan Francs (RWF).

Where a bidder submits an offer in another currency for reference purposes, the bidder shall also clearly state the equivalent amount in Rwandan Francs.

4. ELIGIBILITY OF BIDDERS

The invitation is open to qualified:

  • Rwandan individuals and companies;
  • International companies and investors;
  • Investment groups or consortiums;
  • Institutional investors;
  • Joint ventures; and
  • Other legally eligible entities capable of completing the transaction.

International bidders shall be required to comply with all applicable laws and regulations of the Republic of Rwanda governing land ownership, investment, property transactions, taxation, environmental requirements and any other relevant regulatory obligations.

Where applicable, bidders may participate through a legally recognized entity or investment structure permitted under Rwandan law.

5. MANDATORY BID DOCUMENTS

Each bidder shall submit a complete bid containing, at minimum, the following:

A. Identification and Legal Documents

For companies/legal entities:

  • Certificate of incorporation or company registration;
  • Memorandum and Articles of Association, where applicable;
  • Valid identification documents of authorized representatives;
  • Details of directors and beneficial owners;
  • Board resolution or other formal authorization approving participation in the bidding process;
  • Power of Attorney, where applicable.

For individual bidders:

  • Valid identification document or passport;
  • Full contact details;
  • Evidence of legal capacity to enter into the transaction.

B. Financial Offer

The bidder shall submit:

  • A clear financial offer in Rwandan Francs;
  • The offer must be not less than RWF 10,000,000,000 (Ten Billion Rwandan Francs);
  • The proposed payment terms and schedule;
  • Any conditions attached to the financial offer, if applicable.

C. Proof of Financial Capacity

Bidders shall provide credible evidence demonstrating their capacity to complete the transaction, which may include:

  • Bank statement or bank confirmation letter;
  • Proof of funds;
  • Bank commitment letter;
  • Financing commitment from a recognized financial institution;
  • Other credible evidence acceptable to ASOFERWA.

ASOFERWA reserves the right to verify the authenticity of submitted financial information with the relevant financial institutions or authorities, subject to applicable laws.

D. Investor Profile

Bidders are encouraged to provide:

  • Company/investor profile;
  • Previous or ongoing projects of similar scale;
  • Proposed intended use/development of the property;
  • Proposed implementation timeline, where applicable.

6. DUE DILIGENCE AND SITE VISITS

Interested bidders are strongly encouraged to undertake their own legal, technical, financial, environmental and commercial due diligence before submitting their bids.

Investors wishing to inspect the property may request an official site visit from the ASOFERWA Secretariat.

Upon request, ASOFERWA shall designate an authorized representative to facilitate access to the property.

All transportation, accommodation, professional advisory fees and other costs associated with due diligence and site visits shall be borne entirely by the interested bidder.

7. SUBMISSION OF BIDS

Bids shall be submitted in sealed envelopes, clearly marked:

“BID FOR THE PURCHASE OF ASOFERWA LAND AND BUILDINGS – REF. NO. ASOFERWA/SALE/001/2026 – DO NOT OPEN BEFORE PUBLIC OPENING.”

The sealed envelope shall contain the complete bid documentation as specified in this invitation.

Additional instructions or clarification concerning submission may be obtained from the ASOFERWA Secretariat during the publication period.

8. PUBLICATION PERIOD AND DEADLINE FOR SUBMISSION

This Public Invitation shall be officially published starting from:

1 September 2026

The bidding process shall remain open until:

9th October 2026

Deadline for submission of bids: 9th October 2026 at 10:00 a.m local time 

Any bid received after the stated deadline shall be considered a late submission and shall not be accepted.

9. PUBLIC OPENING OF BIDS

All bids received within the stipulated deadline shall be publicly opened in the presence of bidders or their duly authorized representatives.

The public opening shall be conducted in accordance with ASOFERWA's internal procedures and the applicable legal and governance requirements.

10. BID EVALUATION

The submitted bids shall be reviewed and evaluated based on applicable eligibility, compliance and financial criteria.

ASOFERWA may consider, among other factors:

  • Compliance with the requirements of this invitation;
  • Completeness and authenticity of submitted documentation;
  • Financial offer;
  • Demonstrated financial capacity;
  • Legal and regulatory compliance;
  • Credibility and experience of the bidder;
  • Proposed investment/development concept, where applicable; and
  • Any other relevant factor permitted under the applicable procedures.

Submission of the highest financial offer shall not, by itself, create an automatic entitlement to purchase the property.

ASOFERWA reserves the right to conduct due diligence and seek clarification or additional documentation from any bidder where necessary.

11. CLARIFICATIONS AND ADDITIONAL INFORMATION

Interested investors may contact the ASOFERWA Secretariat during the publication period for clarification concerning:

  • Property documentation;
  • Site visits;
  • Bid submission procedures;
  • Required documentation; and
  • Other administrative aspects of the bidding process.

All bidders shall be responsible for ensuring that their submissions are complete and compliant with the requirements of this invitation.

12. RESERVATION OF RIGHTS

ASOFERWA reserves the right, in accordance with applicable laws and its internal governance procedures, to:

  • Accept or reject any bid;
  • Reject bids that are incomplete, non-responsive or submitted below the minimum threshold;
  • Request clarification or additional documentation;
  • Conduct due diligence on any bidder;
  • Cancel, suspend, modify or extend the bidding process;
  • Enter into negotiations with a preferred bidder where considered appropriate;
  • Decline to award the property to any bidder; and
  • Take any other lawful action necessary to protect the interests of ASOFERWA.

The publication of this invitation does not constitute a binding offer or an obligation on the part of ASOFERWA to conclude a sale with any bidder.

13. TRANSACTION AND REGULATORY COMPLIANCE

The successful bidder shall be responsible for complying with all applicable legal and regulatory requirements relating to the transaction, including, where applicable:

  • Land and property regulations;
  • Investment and company registration requirements;
  • Tax obligations;
  • Environmental and land-use requirements;
  • Planning and construction requirements;
  • Registration and transfer requirements; and
  • Any other applicable requirements of the competent authorities of the Republic of Rwanda.

The completion of the transaction shall be subject to the execution of the appropriate legal documentation and satisfaction of all applicable conditions and regulatory requirements.

14. CONFIDENTIALITY AND VERIFICATION

ASOFERWA reserves the right to verify information and documentation submitted by bidders.

Any false declaration, fraudulent document, material misrepresentation or concealment of relevant information may result in the immediate disqualification of the bidder and may be referred to the competent authorities where required by law.

15. APPLICABLE LAW

This competitive bidding process and any resulting transaction shall be governed by the laws of the Republic of Rwanda and the applicable internal governance procedures of ASOFERWA.

Interested local and international investors are therefore encouraged to seek their own independent legal, financial, technical and tax advice before submitting a bid.
