EUCORD-PROJECTS IN RWANDA

The European Cooperative for Rural Development (EUCORD), under its ongoing development initiatives—including the PROFARM Project (funded by the European Commission under the KUNGAHARA Program and implemented in partnership with RDI) hereby invites qualified service providers in design panels and bill board to submit quotations 

Services requested include:

• Design and write on metal panels and installation 
• Print out billboards including installation 

Quotations must be submitted to the procurement office at the address below no later than 13rd May 2026 at 10:00 AM Kigali local time.

• Summary 

• Background 

The European Cooperative for Rural Development (EUCORD) is an international NGO headquartered in Brussels, formally registered as a cooperative in the Netherlands, with operational offices across Africa, including Rwanda. EUCORD’s vision is to foster prosperous and entrepreneurial rural communities in developing countries. Its mission is to improve the livelihoods of people living in poverty by strengthening farmers’ capacity to sustainably produce quality crops aligned with agribusiness market demands.

EUCORD achieves this through integrated value chain development, including access to finance, capacity building, climate-smart agriculture, enterprise development, market assessments, and nutrition-sensitive programming.

Since 2014, EUCORD has successfully implemented multiple projects in Rwanda. Currently, it is implementing key initiatives including:

• PROFARM Project (promoting integrated farming systems around sunflower, maize, and vegetables to enhance resilience and nutrition security) under the European Union-funded KUNGAHARA Program, 

As part of its visibility, communication, and branding strategy, EUCORD intends to install durable metal panels and billboards at selected project sites to enhance public awareness and stakeholder engagement.

• Objective of the assignment 

The objective of this assignment is to engage a qualified and experienced service provider to design, fabricate, supply, and install high-quality metal panels and billboards that effectively communicate EUCORD’s project visibility and branding at designated locations.

• Scope of Work 

The selected service provider will be responsible for:

• Designing artwork in line with EUCORD branding guidelines 
• Fabricating and supplying durable metal panels and billboard structures 
• Printing high-quality, weather-resistant graphics to be used on the billboards 
• Transporting all materials to designated sites 
• Installing all panels and billboards securely and professionally 

Specifically, the assignment includes:

• Design, fabrication, and installation of twelve (12) metal panels
• Design, printing, fabrication, and installation of nine (9) billboards

• Deliverables

The service provider shall deliver:

• 12 fully installed metal panels at designated locations 
• 9 fully installed billboards at designated locations 
• Final approved designs (soft copies) prior to production 
• Installation report including photos and GPS coordinates (recommended) 

• Technical Specifications

Metal Panels

• Panel size: 1.5 m (width) × 1 m (height)
• Mounted on a 1 m (stand/support structure)
• Total height: approximately 2.5 m
• Material: Rust-resistant metal 

Billboards

• Panel size: 2 m × 1.5m
• Mounted on a minimum 1.5 m to 2 m support structure
• Total height: approximately 3.5 m
• Structure: Strong metal frame with firm ground anchoring 
• Print: High-resolution, weather-resistant material suitable for outdoor conditions 

• Eligibility and Compliance Requirements

Bidders must submit the following mandatory documents as part of their RFQ:

• Valid Business Registration Certificate issued by Rwanda Development Board (RDB) 
• Valid Tax Clearance Certificate issued by Rwanda Revenue Authority (RRA) 
• Valid RSSB Compliance Certificate
• At least three (3) references or completion certificates for similar assignments 

Note: Failure to submit any of the above documents may result in disqualification.

• Financial Proposal

The financial proposal must include:

• Unit cost for design, fabrication, transportation, and installation of one metal panel (×12) 
• Unit cost for design, printing, fabrication, transportation, and installation of one billboard (×9) 

Note:

• All prices must be tax-inclusive (VAT inclusive)
• Currency: Rwandan Francs (RWF) 
• No cost breakdown is required. Bidders must provide a single, all-inclusive unit price per item.

• Evaluation Criteria

Proposals will be evaluated based on a combined technical and financial assessment:

Technical Evaluation (60%)

• Understanding of the assignment and technical approach – 10%
• Relevant experience and portfolio – 30%
• Compliance with eligibility requirements – 15%
• Delivery timeline – 5%
  (Shorter delivery periods will be given higher consideration)

Financial Evaluation (40%)

• The lowest-priced technically compliant bid will receive the highest score 
• Other bids will be scored proportionally

Note: The financial proposal shall carry a weight of 40%. Scores for financial proposals will be calculated proportionally, with the lowest-priced bid receiving the highest score and other bids evaluated relative to it.

• Notification

Only selected bidders will be notified via email.

• Bid Validity

Bids must remain valid for 365 days after the submission deadline.
EUCORD reserves the right to cancel or modify the tender at any stage prior to contract signing.
