TERMS OF REFERENCE (TORs) FOR RECRUITING SAFEGUARDING OFFICER FOR FAWE RWANDA CHAPTER

1.Background

The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE’s vision, mission and goal focus on quality education for girls and women socio-economic empowerment. FAWE Rwanda is one of 33 national chapters. FAWE Rwanda Chapter was started in 1997 and since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.

FAWE Rwanda Chapter would like to recruit Safeguarding Officer for a period of 3 years renewable upon the performance and resource availability.

Job Purpose: The core purpose of the IT Officer is to provide secure, reliable and innovative ICT services that enable FAWE Rwanda's staff and programmes to operate effectively. The IT Officer will manage and support ICT infrastructure, digital systems, cybersecurity, data, IT assets and digital platforms. Provide technical support to projects and organizational initiatives, build staff digital capacity, and identify opportunities to leverage emerging technologies, automation and innovation to improve efficiency, programme delivery and organizational performance.

3. Major responsibilities:

Performance Areas.
Policy & Procedure Weight: 30%
  • Maintain, propose review, and propose updates to the organization’s Safeguarding Policy at least annually, or sooner if legislation, guidance, or organizational context changes.
  • Ensure safeguarding procedures are clearly documented, accessible, and understood by all staff and volunteers.
  • Ensure the policy is compliant with relevant national child protection and vulnerable adult legislation and guidance.
  • Organize annual safeguarding refresher training and periodic briefings on safeguarding responsibilities and emerging risks.
  • Promote a culture in which staff, volunteers, and program participants feel confident raising concerns without fear of reprisal.
  • Act as the organizations’ primary safeguarding liaison with partner organizations, donors, and regulators where relevant.
  • Work closely with HR on the recruitment process by ensuring safeguarding-related aspects are included throughout the process.
Reporting and Case Management Weight: 35%
  • Act as the first point of contact for any safeguarding concern, disclosure, or allegation.
  • Receive, log, and assess all safeguarding concerns using the organizations’ standard reporting form. Advise on the appropriate next steps for each concern received.
  • Maintain a confidential, secure record-keeping system for all safeguarding concerns, actions taken, and outcomes.
  • Refer to health, psychosocial, legal-aid and statutory child-protection or police services. Follow up on referred cases to ensure appropriate action has been taken.
  • Report serious incidents to the Board of Directors, Senior Management or relevant governance body in a timely manner.
  • Do not investigate a criminal allegation unless trained and designated as investigator, and never where the officer has a conflict of interest
  • Maintain a secure, access-controlled record of concerns, actions and outcomes. Share information only with those who need it to protect, refer, investigate or meet a legal duty.
  • Provide regular safeguarding reports at minimum, monthly to the Management or Board of Directors where required, summarizing concerns raised, trends, and actions taken, while preserving confidentiality of individuals involved.
  • Offer survivor assistance in line with available services, whether or not there is an investigation, and do not make assistance conditional on the survivor supporting the case management process.
Prevention, Training and Safe Programmes Weight: 25%
  • Ensure every staff member and volunteer completes safeguarding induction before unsupervised contact with participants, and in any case within 30 days of engagement, and completes an annual refresher.
  • Brief consultants and visitors who will be in contact with participants. Keep a record of who has been briefed.
  • Maintain at least one reporting route that a program participant can use without passing through the adult who may have harmed them, and make that route known in schools, clubs and offices.
  • Support programme risk assessments before scholarships, mentoring, residential activities, transport of children, school clubs, research and media work proceed. High residual risk is signed off by the Executive Director. Activity does not proceed if the risk cannot be managed.
  • Apply the FAWE Africa Informed Consent Package to images, stories, research, and all program engagement with children and vulnerable adults. Refusal to consent or assent has no effect on access to a programme.
  • Promote a culture in which staff, volunteers and program participants can raise concern without fear of reprisal. Retaliation is itself misconduct and is reported as a safeguarding concern.
  • Assess a partner’s safeguarding capacity before FAWE Rwanda funds or jointly delivers with that partner. A partner that cannot meet the minimum needs a time-bound strengthening plan, or the partnership does not proceed.
  • Ensure partner agreements require notification to FAWE Rwanda within 24 hours of an allegation of trafficking, exploitation or abuse linked to FAWE-funded programming or staff, or that could reasonably affect the relationship.

Ensure suppliers sign the Supplier and Service Provider Code of Conduct once issued, and that consultants acknowledge the safeguarding policy in their contract.

Resource mobilization Weight: 10%
  • Participate in design of project proposals for future funding.
  • Search and share prospective funders and funding opportunities for FAWE Rwanda programs.
  • Representing FAWE Rwanda in technical program partnership forums when deemed necessary.
  • Contribute to procurement processes and any other responsibilities related to the program.
Other duties
  • Ensure compliance with FAWE Rwanda Chapter policies and all relevant legislations.
  • Act at all times according to FAWE Rwanda’s values and in support the achievement of its vision, mission and values.
  • To undertake other duties of a similar nature as reasonably required by the line manager.

4. Person Specification

Essential:

  • Demonstrable understanding of safeguarding principles and child/vulnerable adult protection frameworks.
  • Strong written and verbal communication skills, including the ability to handle sensitive information with discretion.
  • Ability to remain calm and act decisively in emergencies or high-pressure situations.
  • No safeguarding-related conduct concerns on record; willingness to undergo background/police clearance checks.

5. Person specifications Academic & professional qualifications

  • At least a bachelor’s degree in any of the following disciplines awarded by an accredited university: Education, Human Resource Management, humanities, business administration or related social science.
  • Post graduate qualification in any of the above disciplines is an added advantage.

6. Essential experience

  • At least 7 (seven) years working experience in education system as teacher/lecturer, school administrator, counsellor, or similar roles.
  • At least 5 (five) years previous field experience in a Non-Governmental Organization.
  • Demonstrable experience in developing, implementing and embedding safeguarding and child protection policies and procedures.
  • Knowledge of HR policies, procedures and processes.
  • Proficient written and verbal communication skills in English.
  • Good knowledge of MS Office Applications, and other ICT platforms, ability to learn quickly
  • Be a person of integrity to handle confidential or sensitive information
  • Ability to work with people from diverse background

7. Essential knowledge

  • Excellent written and verbal communication skills in English, French and Kinyarwanda.
  • Proficiency in multimedia content creation and digital platforms.
  • Strong organizational and project management skills.
  • Passion for humanitarian work and a commitment to FAWE Rwanda's values.
