LuxDev is the agency responsible for the implementation of the bilateral development cooperation between the government of Luxembourg and the government of Rwanda. We are actively engaged in sustainable finance, technical and vocational education and training (TVET), and the sustainable development of the private sector, with a particular focus on agriculture, forestry, energy, and services. With a current active portfolio of over 85 million EUR, and a team of 50+ employees, LuxDev Rwanda is seeking a dedicated monitoring, evaluation and learning (MEL) officer to ensure the impact of our cooperation is accurately measured, understood, and continuously improved. This permanent, full-time position goes beyond routine compliance; it is an opportunity to empower project teams and national partners by translating complex data into meaningful insights and actionable project adaptations. Reporting to the programme officer, you will provide transversal technical support to projects currently under implementation, focusing on anchoring robust framework methodologies, facilitating internal and external evaluations, and ensuring that our external messaging honestly reflects our progress on the ground.

Title: Construction of 7 Boreholes & Water Supply Infrastructure (Works)

In the framework of project RWA/030 receiving financial support from the governments
of the Grand Duchy of Luxembourg and Rwanda

This notice of invitation is launched by and according to the procedures of LuxDev, the Luxembourg Development Cooperation Agency, on behalf of project RWA/030 receiving financial support from the governments of Rwanda and the Grand Duchy of Luxembourg.

1. Identification and financing of the Project/Programme

  • Title: Project RWA/030 - Improving skills for holistic employment in modern agriculture (ISHEMA)
  • Source of financing: The government of Rwanda and the government of the Grand Duchy of Luxembourg as set out in the project’s bilateral agreement n° dated 18/10/2024.
  • Status of financing: Approved

3. Eligibility and evaluation criteria

  • Origin: No restriction
  • Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.
  • Evaluation: The most economically advantageous tender on the basis of price, administrative and technical criteria will be granted the contract. 
  • Variants: No variants will be considered 

4. Location and timeframe

  1. Location of the project: Rwanda
  2. Place of performance of the contract: The contract shall be implemented at the following sites:
  • Mutobo TSS in Musanze District;
  • Gitwe TSS in Ngoma District;
  • Kinazi TSS in Ruhango District.
  1. Performance period of the contract: 4 months, from the commencement date up to the provisional acceptance. 
  2. Validity period of tenders:120 days from the time limit for receipt of tenders

Any infringement of these measures (e.g. submission of offers outside the specified e-mail addresses or deposit areas) will constitute an element of non-compliance and will result in the rejection of the offer by the evaluation committee.

You will receive an acknowledgement of receipt of your offer following the deposit of the offer.

9. Payments

All eligible payments which are part of this contract will be processed by Lux-Development on behalf of project RWA/030.

10. Information meeting and/or site visit

Mandatory site visits: 

  • Gitwe TSS in Ngoma District on 10.08.2026 at 11:30am (Kigali Time)
  • Kinazi TSS in Ruhango District on 12.08.2026 at 11:30am (Kigali Time)
  • Mutobo TSS in Musanze District on 14.08.2026 at 11:30am (Kigali Time).

Any economic operator obtaining the Tender Dossier after the official site visit may request, in writing, participation in an additional site visit, subject to availability and provided the request is submitted no later than five (5) days before the clarification deadline.

11. Complementary or additional services

This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.
