REQUEST FOR EXPRESSION OF INTEREST (EOI)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the project “Construction of the New RFDA Quality Control Laboratory in Kigali, Rwanda”. As part of this project, GIZ intends to award a contract for construction works in Kigali, Rwanda.
The tender process will take place in two stages:
- An expression-of-interest stage will be used to assess eligibility and rank the candidates.
- A maximum of five highest-ranking eligible candidates will be invited to participate in the subsequent tender stage.
The scope of work includes:
- All construction trades for a regulatory quality-control laboratory building, including external works.
The tender procedure from invitation to tender through contract signature is expected to take place between November and December 2027. The construction works are expected to be completed within approximately 12 months after contract signature.
To qualify for consideration in the tender procedure, interested companies must submit the following information and documents for the eligibility assessment. All mandatory commercial and technical requirements must be met:
- A completed and duly signed Self-Declaration of Eligibility, with all company identification and contact-information fields fully completed. A separate self-declaration must be submitted for each consortium member and proposed subcontractor.
- Evidence of incorporation: a copy of the current company registration certificate or official company-register entry issued by the competent authority. For a consortium, this evidence must be submitted for each member.
- A valid Rwanda Revenue Authority (RRA) Tax Clearance Certificate and a valid Rwanda Social Security Board (RSSB) Clearance Certificate.
- For a candidate/bidding consortium: a signed Declaration by candidate/tenderer consortiumm.
- Financial statements for the last three completed financial years (2024, 2025 and 2026) demonstrating an average annual net turnover of at least EUR 6,000,000.
- Information confirming that the average number of employees and managers over the last three calendar years was at least 10.
- An overview of no more than 10 completed reference projects, using the table in the self-declaration. For a candidate/bidding consortium, the reference projects may have been completed by one member. To meet the minimum technical requirement, at least three references must each have a contract value of at least EUR 3,000,000 and relate to construction works for laboratories, healthcare facilities or pharmaceutical-production facilities completed within the 60 months preceding publication of this EoI.
- For each reference: project name, commissioning party/client, location and country, project term or completion year, contract value in EUR, technical field, the candidate’s role, brief scope and project description, and a contact for verification.
- For the technical-experience ranking criterion, clearly identify projects completed as General Contractor (GC) in laboratory, healthcare or pharmaceutical construction during the same five-year period. For each, state the gross floor area (GFA), relevant complexity (including pressure zoning, specialised equipment, fume hoods and special utilities) and commissioning scope. Provide completion certificates or client confirmations, photographs and selected drawing or specification excerpts demonstrating relevance.
- For the additional ranking criteria, identify up to two relevant project references in Eastern Africa and up to two development-project references funded by an international donor and at least 50% ODA-financed.
Ranking and shortlisting
Only candidates meeting every mandatory commercial and technical eligibility requirement will be ranked. The ranking criteria and weightings are:
- Technical experience – 70%: three or more qualifying GC references = 10 points; two references = 7 points; one reference = 4 points.
- Regional experience in Eastern Africa – 15%: two references = 10 points; one reference = 5 points.
- Experience of development projects that are at least 50% ODA-financed and funded by an international donor – 15%: two references = 10 points; one reference = 5 points.
Following the evaluation, a maximum of five highest-ranking candidates will be shortlisted and invited to participate in the subsequent tender stage.
