Gabiro Agribusiness Hub Ltd is a fruit of joint venture Company established between the Government of Rwanda through its Ministry of Agriculture and Animal Resources (Majority shareholder) with Netafim Ltd, an Israeli company that offers global leadership in the agriculture manufacturing industry. Both parties signed a Joint Venture-JV and Engineering Procurement and Construction-EPC agreements on February, 23rd 2019 to initiate Gabiro Agribusiness Hub Project Phase I (5600/15600 Ha). The project shall cover Karangazi and Rwimiyaga sector, of Nyagatare district. Phase II of the project is expected to extend to both north and south parts of phase I reaching to Gatsibo District.

Commercial Agricultural Development Opportunity at Gabiro Agribusiness Hub

Gabiro Agribusiness Hub Ltd (GAH Ltd) invites qualified local and international investors to submit proposals for the development and operation of a commercial agricultural enterprise in Nyagatare District, Eastern Province, Rwanda.

This investment opportunity covers an initial 172.3 hectares, with the possibility of expansion to approximately 232 hectares following drainage and land improvement. The land will be allocated to one investor to support efficient farm management, operational scale, and integrated agricultural development.

The selected investor will be expected to finance, develop, and operate a modern commercial farming business using irrigation-compatible systems and production methods suited to domestic, regional, and export markets. The site is located within Gabiro Agribusiness Hub, a large-scale agribusiness development area with access to bulk irrigation infrastructure, internal road network, electricity, and agricultural service providers.

Key Commercial Terms
Land lease fee: USD 375 per hectare per year, with a 2% annual increment after the second year
Water tariff: USD 0.19 per m³
Payment terms: Lease fees payable annually in advance; water billed monthly based on consumption
Lease guarantee: A one-year lease guarantee equivalent to the annual lease value is required prior to land allocation
Lease term: Up to 49 years, renewable, subject to the sub-lease agreement

Eligibility Requirements
Applicants must:

1. Be legally registered in their country of operation.
2. Demonstrate strong financial capacity, including a minimum of 60% equity financing for the project;
3. Provide evidence of market readiness, such as contracts, MoUs, or letters of intent;
4. Submit a detailed business plan covering the cropping plan, irrigation system, market strategy, technology, agricultural practices, implementation plan, and financial projections.

Please note that the successful bidder must complete registration in Rwanda through the Rwanda Development Board (RDB) before contract award.

Technical Note

Proposals must be compatible with the existing bulk irrigation infrastructure. Drip irrigation is strongly advised. Proposals for the cultivation of maize or maize seed will not be considered due to zoning and phytosanitary requirements.
