1. Brief description of DUHAMIC-ADRI
DUHAMIC -ADRI is a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985.

2. Project Background
The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities.
The purpose of one-year agreement Scottish Government funded CJP is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The Climate Just Program will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.
The Program is being implemented across 3 Districts (Gisagara, Ngororero & Karongi).
3. Purpose of the tender
The purpose of this tender is to supply and install 80 rainwater harvesting tanks in Gisagara and Ngororero Districts. work
4. Scope of work
The construction company will be responsible for:
- Supply and Installation of 80 rain water harvesting tanks and its accessories
- Install roof gutter systems where they are missing
- Train school management committees and maintenance personnel on operation and maintenance.
- Completion report indicating successful installation and operational status of water tanks
- Document detailing the supply and installation process at each school and any challenges encountered along the process.
The required quantities and detailed technical specifications are provided in the tables below, which shall also serve as the financial proposal (quotation) templates to be completed by the bidders.

4.3 Other requirements to install a rain water harvesting tank
These rain water harvesting tanks to be installed will need their accessories that are detailed as follows:
- Pipe PVC 900 mm PN 6
- Elbow PVC 90 mm PN4
- GI Tap ¾
- Descente
- Descente Closer
- Tangite Glue (in small container)
- Cement
- Robinet de vidange and accessories
Note: This tender is divided into the following two lots:

Bidders are allowed to submit bids for both lots; however, no bidder shall be awarded both lots.
Location of Schools where water tanks shall be installed:
- Rain water harvesting tanks shall be installed to schools located in six sectors of Gisagara Ngororero and districts as follow:
A. Gisagara
- Ndora :4 Schools
- Muganza :3 Schools
- Kibirizi: 3 Schools
Ngororero
- Kageyo: 4 schools
- Kavumu: 3 Schools
- Muhanda :3 schools
5. Deliverables
- Completion report: Report indicating successful installation and operational status of all 80 water tanks
- Report on the training provided to school staff on the use of installed water tanks mechanisms
- Document detailing the supply and installation process at each school and any challenges encountered along the process.
6. Procurement procedure
A. Qualifications:
- Demonstrated experience in construction.
- Knowledge of local building practices and materials in Ngororero and Gisagara district.
- Ability to manage and supervise construction activities effectively.
- Strong communication and coordination skills to liaise with project stakeholders, local leaders and community members.
B. Application documents:
The following terms and conditions shall be observed during tendering process:
- The bidder must should accept and committed to accomplish the assignment within 30 days after signing the contract (proven by a commitment letter);
- Certificate of company registration issued by RDB;
- A valid tax clearance certificate;
- Proof of using EBM;
- 2 certificates of good completion for similar works (construction activities) in the recognized organization;
- CV of at least one (1) staff (A0 in civil engineering) that will lead the construction activities;
- A financial proposal (quotation) including all related taxes and other associated costs.
All the above documents are mandatory; failure to submit any of them will result in automatic disqualification.
- Prior to delivery and installation, the successful bidder DUHAMIC-ADRI shall visit the company or where they intend to source the tanks for approval and the successful bidder will deliver tanks similar to those visited, DUHAMIC-ADRI has the right to reject tanks not meeting the specified technical specifications
- Prior to contracting, DUHAMIC-ADRI may conduct a vetting process to the successful bidders to ensure compliance with anti-terrorism and other regulatory requirements.
- DUHAMIC-ADRI reserves the right to conduct due diligence on all references (Certificates of good completion) submitted by the bidder. If any reference is found to be unauthentic, the bidder shall be immediately disqualified. The same applies to all administrative documents, including but not limited to valid Tax Clearance and RSSB Clearance certificates.
- Bidders who are blacklisted by RPPA are not eligible to participate in this tender. DUHAMIC-ADRI reserves the right to reject such bids.
- Women-, youth-, and persons-with-disabilities–led companies that meet the required conditions and qualifications are encouraged to apply.
7. Bid submission
The bid documents shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office, located in Kicukiro/Niboye, no later than Thursday, August 27, 2026, at 11:00 AM. The bid opening session will take place at 11:30 AM on the same day.
Only hard copies will be accepted. Bidders shall clearly indicate their company name and the title of the tender, as follows, on the envelope: “Supply and installation of rainwater harvesting Tanks in Gisagara and Ngororero Districts.
8. Safeguarding clause
Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

9. Data protection and confidentiality
The successful bidder shall comply with all applicable data protection and privacy laws in force in the Republic of Rwanda, including Law No. 058/2021 relating to the protection of personal data and privacy. Any personal data, confidential information, or organizational records accessed during contract execution shall be used solely for the purposes of performing the contract, kept strictly confidential, and protected against unauthorized access, disclosure, loss, or misuse. Such data shall not be shared with third parties without prior written authorization from DUHAMIC-ADRI, and any actual or suspected data breach shall be reported immediately.
