1. Job Purpose

The Senior Quantity Surveyor will provide senior-level professional cost, commercial and quantity surveying expertise and leadership throughout the planning, design, procurement, construction and completion of ATL's aviation and airport infrastructure projects.

The role will ensure effective cost planning, estimating, budgeting, tendering, contract administration, cost control and commercial risk management, while ensuring that project expenditure remains aligned with approved budgets, scope, quality, programme and value-for-money objectives. The Senior Quantity Surveyor will also provide commercial leadership, direction and mentorship to project quantity surveyors and cost control staff, and may deputise for senior commercial leadership on aviation and airport infrastructure matters as required.

2. Key Duties & Responsibilities;

a. Cost Planning & Estimation

• Develop and maintain project cost plans, estimates and budgets for ATL projects and work packages.
• Prepare and review Bills of Quantities (BoQs), cost estimates, schedules of rates and other cost documentation.
• Undertake cost analysis and benchmarking against comparable international airport and infrastructure projects.
• Monitor changes in scope, design and market conditions and assess their impact on project costs.
• Provide cost advice to support design development, value engineering and investment decisions.
• Provide senior commercial leadership, direction and mentorship to project quantity surveyors and cost control staff engaged on ATL aviation and airport infrastructure projects.

b. Procurement & Tender Management

• Support the development of procurement strategies, tender documentation and commercial evaluation criteria.
• Prepare, review and analyse tender documents, BoQs, pricing schedules and contractors’ submissions.
• Participate in tender evaluation and provide professional advice on pricing, commercial risks and value for money.
• Support negotiations with contractors, consultants and suppliers in accordance with approved procurement procedures.
• Ensure procurement decisions are consistent with approved budgets, project requirements and applicable procurement regulations.

c. Contract Administration

• Support the administration of construction, consultancy and supply contracts throughout the project lifecycle.
• Monitor contractual obligations, payment provisions, milestones, variations, claims and commercial deliverables.
• Review and assess contractor payment applications, interim valuations, certificates and final accounts.
• Provide advice on contractual and commercial matters and escalate potential disputes or financial exposures.
• Maintain accurate records of contractual and commercial information.

d. Cost Control & Financial Management

• Monitor actual and committed expenditure against approved project budgets and cost plans.
• Maintain comprehensive cost reports, forecasts and cash-flow projections.
• Track cost movements, variations, commitments and potential cost overruns and provide early-warning reports.
• Analyse financial implications of design changes, project delays, claims and scope changes.
• Recommend corrective actions to maintain cost discipline and protect project financial objectives.

e. Variations, Claims & Commercial Risk

• Assess and advise on variations, extensions of time, claims, compensation events and other commercial matters.
• Evaluate the financial and contractual impact of proposed changes and provide recommendations to project leadership.
• Identify commercial risks and support appropriate mitigation strategies.
• Support the resolution of contractual and commercial disputes in coordination with project management and legal teams.
• Ensure all commercial adjustments are properly documented, justified and approved.

f. Value Engineering & Cost Optimisation

• Lead or support value engineering and cost optimisation initiatives throughout design and construction.
• Evaluate alternative materials, technologies, construction methods and design solutions.
• Identify opportunities to improve whole-life value while maintaining required safety, quality, operational performance and aviation standards.
• Provide commercial input into design reviews and major technical decisions.

g. Project Reporting & Commercial Governance

• Prepare regular cost, commercial and contract management reports for ATL project leadership and relevant governance structures.
• Maintain accurate records of budgets, forecasts, commitments, payments, variations, claims and final accounts.
• Provide timely commercial advice on project performance, emerging cost pressures and financial risks.
• Support project audits and ensure compliance with approved financial, procurement and contract management procedures.
• Contribute to project reviews, steering committees and other governance forums as required.

h. Project Close-Out & Handover

• Support preparation and agreement of final accounts and commercial close-out of contracts.
• Verify completion of contractual obligations and outstanding commercial matters.
• Support resolution of final claims, variations and defects-related financial matters.
• Ensure complete and accurate commercial documentation is maintained for project handover and audit purposes.

3. Desired Profile

a. Qualifications & Experience

• Demonstrated experience providing commercial leadership, guidance and mentorship to quantity surveyors and cost teams on complex capital projects.
• Strong knowledge of contract management, variations, claims, commercial risk management, contract negotiations, and FIDIC or similar international construction contracts. 
• Demonstrated expertise in cost planning, estimating, procurement, tender evaluation, contract administration, cost control, and final accounts management. 
• Proven experience delivering large-scale aviation, airport, transportation, infrastructure, commercial, or other complex capital projects.

• Bachelor’s degree in Quantity Surveying, Construction Economics, Civil Engineering, Construction Management, or a related field; A Master’s degree and professional certification (RICS, AIQS, or equivalent) are an added advantage.
